ABOUT THE JOB
The key responsibilities of the Director of Operations & Mobility Services is to provide both day-to-day management and strategic leadership of the Operations department in keeping with Lextran’s mission and policies as well as any local, state, and federal regulations.

ESSENTIAL FUNCTIONS OF THE JOB
  • Manages daily operations and provides direction and supervision to team members in the Operations department, including dispatching, field operations, and any special events.

  • Serves Lextran’s customers by analyzing and monitoring root causes of quality and customer service issues and making corrections as necessary.

  • Ensures that service delivery needs and operating efficiency goals are met through planning staffing needs, monitoring metrics and setting action plans; ensuring proper staffing plan and scheduling, monitoring overtime, monitoring and evaluating daily transportation operations, and evaluating bus routes/schedules.

  • Ensures effective employee engagement and performance by communicating job expectations; appraising job results, ensuring performance evaluations are tied to established goals; provides coaching, counseling, and disciplining of employees with a focus on enforcing consistency, and quality work.

  • Contributes to staff development, on-boarding and retention by conducting applicant and promotion interviews, and making selection recommendations to Director of Human Resources.

  • Reviews and establishes operating practices and procedures that promote and ensure safety, quality service, on-time performance, etc.

  • Reviews and institutes department specific key performance indicators and metrics to measure performance as well as action plans to address customer feedback; Ability to create and advance corrective action plans.

  • Ensures compliance with the collective bargaining agreement (CBA) and other legal compliance by listening for input from others; seeking mutual understanding on problems involving collaboration, keeping team members advised of critical issues, and developing written procedures.

  • Communicates with union officials to answer and/or clarify CBA issues, and investigates work rule or CBA violations with supervisors. Resolves steps of grievance process for coach operators according to CBA and policies.

  • Prepares and directs investigation and documentation for disciplinary grievances, arbitrations, or other non-CBA related employee issues; collaborates with the General Manager, Assistant General Manager or designees to prepare and hear grievances, arbitrations, and other legal hearings.

  • Coordinates with Director of Human Resources and Compliance Coordinator for all suspensions, terminations, grievances or actions involving compliance related issues.

  • Coordinates with Director of Planning on the service request and development process; ensures coordination between service planning and service delivery; especially through knowledge of route issues from Coach Operators.

  • Contributes to organization’s financial goals by developing, monitoring and enforcing budget, keeping overtime within budget, evaluating costs, making recommendations and initiating corrective actions.

  • Maintains trust, confidence and protects the organization by keeping information confidential and disclosing only on a need to know basis; ensuring high ethical standards for self and staff; and upholding the organization’s reputation in the community.

  • Prepares reports and serves as project manager for a variety of special projects by collecting, analyzing, and summarizing information and trends; facilitating project activities and resolving issues; developing, and sharing data with General Manager, Board of Directors and management.

  • Ensures communication and positive image of Lextran by reviewing critical incidents, exceptions to policy and/or goal achievement with General Manager.

  • Maintains cooperative relationship with coworkers and management by communicating necessary information, responding to requests, building rapport; and participating in problem solving methods.

  • Contributes to effective communications within the organization by establishing and maintaining effective communication lines with all staff members and general public. Keeps management and staff informed of critical incidents and information needed to ensure smooth operations.

  • Maintains professional and technical knowledge by attending educational classes/workshops; reviewing professional publications; establishing personal networks; and participating in relevant professional societies.

  • Understands all aspects of the company and keeps abreast of all changing policies and procedures.

  • Performs other duties as assigned.

  • Knowledge of transit management (i.e. fixed routes, scheduling, dispatch and field operations, etc.)

  • Knowledge of the labor union environment (i.e. labor relations, collective bargaining, staff development, etc.)

EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor’s degree in Business Administration, Planning or a related field.

  • Minimum of eight (8) years of experience of progressive responsibility or an equivalent combination of education and experience.

  • Possesses valid driver’s license, acceptable driving record, and reliable transportation.

  • May be required to stoop, bend, or kneel.
