Manager, Transit Operations (Fixed Route) (Official Job Title: Manager III) (pending vacancy)

This is a professional, managerial position organizing, supervising and directing all components of the transit fixed routes operations for the Sarasota County Area Transit Authority (SCAT).

Pay range: $68,702.40 - $92,164.80

Location: 5303 Pinkney Avenue, Sarasota, FL

Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five years.

Duties:
  • Supervises the day-to-day activities of the Fixed Route Transit Operations. Fixed Route Transit Operations includes overseeing approximately 145 employees including bus operators, dispatchers, schedulers and supervisors, directing the coordination of daily transit services, participating in the compilation of data for regular and special reports or operations activities, and ensuring quality customer service.

  • Handles all human resources related activities including recruitment, selection and hiring of operations employees; training, development and team building of transit operations staff; performance management including employee relations issues and complaint resolutions in conjunction with HR and ensuring workplace diversity.

  • Maintains and monitors expenditures consistent with the adopted budget; provides assistance in developing the transit strategic business plans and operating and capital budgets.

  • Promotes, coordinates and administers safety programs that cover all aspects of the transit operations. Oversees the investigation of accidents, complaints, and personnel related issues.

  • Responsible for program management, ensuring all Federal, State and Local regulations are met.

  • Leads and implements special transit projects; coordinates with the planning group on capital projects and with the maintenance group on maintaining the current capital. Prepares memorandums, agenda items, presentations (including PowerPoint) and able to make presentations to different Boards, Civic Associations and the general public.

  • Contract management of Siesta Key Trolley.

  • Supervises Transit Planning activities.


Minimum Qualifications: A Bachelor’s Degree from an accredited college or university in Transportation Management, Planning, Engineering, Business or related field and six (6) years of related transit experience OR A Master’s Degree in one of these areas with four (4) or more years of related experience. Supervisory experience required. Advanced professional certification highly desirable. May consider substituting years of experience for the four (4) year degree. A valid Driver’s License is required.

Preferred Qualifications: Leadership/Supervisory courses from a recognized transit institute. Commercial Driver's License (CDL) Class "B" with Passenger Endorsement preferred.

Job-Based Competencies: Strong knowledge of the transit industry, FTA/FDOT requirements and any other leadership or training experience; ability to create and maintain collaborative working relationships with co-workers in Transit and other County departments while seeking win-win solutions; experience in day-to-day financial operations; ability to effectively respond to day-to-day human resource issues, resolve conflict, and address administrative issues as needed. Uses a facilitative leadership style, is respectful of diverse perspectives, and instills a strong sense of teamwork among peers and staff. Has experience working in a transit collective bargaining environment. Proficiency using Microsoft Products including Word and Excel and PowerPoint.

Scheduled Hours: This position is deemed essential during Emergency Operation activation for man-made and natural disasters and incumbent must be able to work in such situations. Work schedules may vary due to split shifts, rotations, on-call, emergencies, etc. May require overtime, shift work, weekends, holidays or modification of work schedule depending upon operational requirements. Will require on-call or after hours response to emergencies.
