CITY GOVERNMENT
Culver City was incorporated as a charter city on September 17, 1917 and celebrated its Centennial Anniversary in 2017. Culver City has a Council/City Manager form of government with five Council members elected “at-large” and the Mayor and Vice-Mayor are selected by their peers to serve one-year terms. The City has a committed staff of approximately 700 personnel with a fiscal year 2018-19 budget of $239,317,801 million. The City provides a full range of municipal services including transportation services by way of a municipal bus system; public safety; community development; public works; community services; including parks, recreation, and senior service; and a sanitation/solid waste collection division.

TRANSPORTATION DEPARTMENT
Culver CityBus is the second oldest municipally owned transit property in Southern California with over 90 years of tradition and experience. The City takes pride in servicing the Westside communities of Blair Hills, Century City, Culver City, Mar Vista, Marina Del Rey, Palms, Playa Vista, Venice Beach, West Los Angeles, Westchester, and Westwood with safe, convenient and reliable public transportation. The department includes a staff size of approximately 200 with a FY 2018-19 budget of 33,610,440 million. The City’s extensive public transit system fleet and equipment maintenance for all city vehicles, administration of the City’s equipment Replacement Fund, and representation and advocacy for the City’s regional transportation interests, which involves interfacing with a myriad of agencies including the Westside Cities Council of Governments, the Los Angeles Metropolitan Transportation Authority (LA METRO), Los Angeles International Airport, the South Coast Air Quality District (SCAQMD) and various other governmental entities.

THE POSITION SUMMARY
Talent Search Consultants has been retained to conduct the search for the City’s CHIEF TRANSPORTATION OFFICER (CTO). The City is seeking a passionate transformational leader with a commitment to a higher reliability of service and the demonstrated ability to advocate for, design and implement innovative changes to transportation and mobility programs, services and activities throughout the densely populated service area of 33 square miles. A key to the successful transformation of transportation services in Culver City will be the ability of the newly hired CTO to be forward thinking as it relates to mobility and the use of evolving technology that provides options for alternate modes of transportation.

This executive position will report to and collaborate with the City Manager and serve as head of the Transportation Department, assuming management responsibility for all regional and local transportation policy, planning, and projects; mandated air quality and congestion management programs; the City’s Fleet Maintenance Division which services Police, Fire, Sanitation, Public Works, Parks, and Transit vehicles; oversight of the City’s Equipment Replacement Fund and the purchase of all new vehicles, ensuring the municipal transit system is properly planned, designed, operated and maintained in a technically competent and economical manner. This position will have a high level of interaction with the very active and transit focused/dedicated City Council and community members. Will also maintain the good working relationships that the City has established with its key regional partners, while also acting as the lead staff point person for special transportation-related projects that impact the City. As head of the transportation department the CTO will also have a hands-on practical approach with a willingness to be visible and interact with employees at all levels and the demonstrated ability to lead multi-departmental staff efforts on complex transportation projects that impact Culver City.

KEY PRIORITIES for the Chief Transportation Officer to achieve the City’s goal of improving transportation circulation and reducing traffic congestion include:
  • Continuing to examine system-wide ridership and factors that impact public transportation and determine potential future changes.

  • Analyzing and improving existing transit service, while also planning and implementing new and innovative mobility services and technologies (Microtransit; Autonomous; First/Last Mile).

  • Actively participating in the City’s General Plan and Traffic Study Guidelines update efforts.

  • Reducing greenhouse gas emissions by introducing emerging vehicle technologies into the City’s fleet (EV, PHEV, Natural Gas, etc.).

  • Establishing Mobility Management Programs & Initiatives.

The ideal candidate for the position of Chief Transportation Officer will be a proven leader in the field of mass transportation with an outstanding reputation for getting things done in a collaborative, effective manner. The selected candidate will be a confident and inspirational team leader with strong interpersonal skills. Candidates for this opportunity should have strong communications skills, be good listeners, and possess energy and enthusiasm in addition to displaying sound knowledge of transportation policy. This person must be politically astute, aware and open to the ideas of others. The opportunity will require extensive experience in public transportation at the executive level; having a track record of demonstrated accomplishments; superior performance and excellent leadership skills; sound professional judgment and decision-making abilities. Candidates for this position will have displayed in previous employment situations the ability to create a culture of change and innovation; encourage others to value the potential benefits of such change and to effectively adapt ultimately building a team of committed and highly skilled employees and a sound organizational business unit.

This transformational leader must have the vision and strategic thinking capable of leading the City’s transportation department into the future; knowledge of optimizing the efficiency of the City’s existing service area (routes, stops, corridors, etc.), producing measurable results; and finally, the demonstrated ability to manage day to day operations for a public transit system and/or fleet service program; Identifying opportunities for proactive change and taking ownership in leading those changes, greatly improving service and enhancing the overall customer experience.

QUALIFICATIONS and COMPENSATION
A Bachelor’s Degree from an accredited college or university preferably in public or business administration or related field, supplemented by courses in transportation, and minimum of five years (5) increasingly responsible supervisory work experience in bus/fleet transportation system operations, including a minimum of three (3) years of experience at a transportation manager or assistant director level. The City offers an excellent compensation package. The salary is open depending on experience and qualifications. The salary range is $160,097.86 to $195,414.96, coupled with a generous benefit package.

BENEFITS
Retirement: CalPERS 2% @ 60 for “Classic” members and 2% @ 62 for “New” members. Employees pay 7% employee rate. Social Security and Medicare: City Participates in these programs and matches 6.2% for Social Security and 1.45% of earnings for Medicare. Health Benefits: Choice of CalPERS medical plans for employees and eligible dependents, HMO & PPO available. City-paid dental, vision, and life insurance for employees and eligible dependents. City provides up to $1,632 per month towards health benefits. Life Insurance: $250,000 term life policy with an AD&D feature. Disability Insurance: Short-and Long-Term Disability provided by the City. Holidays: 9 City Holidays, plus 48 hours floating holiday time. Vacation: Accrual of 80 Hours annually during the first four years of service. Sick Leave: 104 Hours annually. Administrative Leave: 112 Hours fiscal year. Automobile Allowance: $375 per month. Cellphone Allowance: $60 per pay period. Deferred Compensation: City will contribute up to a maximum of $160.00 per pay period for employee contributions over $76.25 in 401 (a) Plan. Employee contributions less than $76.25 will be matched dollar per dollar. Voluntary 457 plan available. Education Incentive: City provides $4,800 annual education incentive for possession of a Master’s degree: $2,400 for a Bachelor’s. Wellness Program: $500.00 allowance per fiscal year for medical exam, health club membership, formal wellness programs or other medical/dental expenses not covered by insurance. City also provides 2 indoor cycling classes and 1 yoga class per month at local studios, at no cost to employees. Work Schedule: 9/80 work schedule. Closing on alternate Fridays. Employee Assistance Program – The City provides free confidential counseling to employees and their families.
