Under the general direction of the Manager, Right of Way, the Signal Manager plays an integral role in the delivery of rail signal and communication related maintenance, projects, and programs necessary to deliver safe, convenient, reliable and user-friendly public transportation services. This includes oversight, coordination and administration of contractors, consultants, and staff on projects within the District in the planning, maintenance and construction of railroad signal, communication facilities and systems.

Distinguishing Characteristics

This position is distinguished by its role in representing NCTD in the coordination of all phases of railroad signal projects. This individual must possess advanced knowledge of facets of railroad signal systems and grade crossing warning systems. The Signal Manager position requires technical knowledge, analytical skills, and ability to work with multiple different projects in various stages of completion. This position is designated as Safety-Sensitive under NCTD authority (non-DOT) and will participate in a random testing pool under those guidelines.

Supervision Received and Exercised

This position reports to the Manager, Right of Way and may guide the work of other District staff, contractors and/or consultants. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions

Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultant's facilities, and other locations as required. Work hours will vary in length and schedule. Night and weekend work will be required.

EXAMPLES OF DUTIES:

Essential Functions

Duties may include, but are not limited to the following:

Plans, monitors and evaluates the day-to-day maintenance and repair activities of the communications and signals maintenance contractor.

Reviews the preparation of work plans, maintenance, cost estimates and change orders as related to the installation, inspection, testing, maintaining, diagnosing and repairing the railroad communications and signal systems.

Review, monitor and generate reports, documents and records for compliance with Federal Railroad Administration (FRA) and California Public Utilities Commission (CPUC) signal system requirements.

Assists contractors in the evaluation and investigation of signal system failures.

Assists with signal oversight on NCTD projects.

Monitors the work of contractor in troubleshooting of highway grade crossings, wayside signals and hazard detector systems.

Conducts field inspections of completed work jointly with contractor for conformance to NCTD and regulatory requirements, specifications and project requirements as specified in various.

Conducts field inspections to oversee signal activities on SANDAG or NCTD capital projects.

Prepares supporting documentation required for requesting contract task orders and agreements.

Prepares written documentation on the results of communications and signals systems equipment repairs, tests and inspections.

Participates in and audits efficiency testing in accordance with NCTD rules and other regulatory requirements.

Maintains accurate records and prepare correspondence and periodic reports. Responds to priority/emergency situations and provide on-call assistance and service when needed.

Ensures that projects are completed within budget and on schedule.

Troubleshoots issues with key personnel within the District, as well as with consultants and other agency personnel on the Local, State and Federal level.

Acts as a prime point of contact representing NCTD on the development and execution of railroad signal and communication projects by NCTD and third parties.

Ensures that District and third-party rail signal and communication projects conform to federal, state, and District design standards, inter-agency agreements and MOU's, and other governmental regulations.

Manages NCTD's signal software management control plan (FRA subpart H).

Other duties as assigned.

QUALIFICATIONS:

Experience/Education

Bachelor's Degree in electrical engineering or a related field is strongly preferred.

Minimum 7-10 years prior directly relevant railroad signal and communications maintenance experience on a Class I railroad or major commuter rail system including experience in overseeing the installation, adjustment, and testing of signal-related work.

A combination of experience/skills and education to fulfill the requisite knowledge, skills, and abilities for this position may be considered.
