Strategize, guide and direct the design and deployment of Link Light Rail technical training and workforce development programs for all its Link Light Rail employees (in all Trades as well as Operations).

Rail Division
High-capacity light rail is emerging as the backbone of our region's public transportation system. Metro operates and maintains Sound Transit's Link light-rail system, focusing on providing the highest quality service and being the best partner possible. Several major Link extensions are slated for completion in the next five years. The Rail Division emphasizes safety, diversity and inclusion, workforce development, and continuous improvement.

Duties
  • Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. All Superintendents are expected to model and apply our equity and social justice shared values, behaviors and practices across all of the job duties listed

  • Supervise a Rail Chief and professional and administrative staff, directing the work of Rail Technical Trainers and Subject Matter Expert (SME) instructors for a wide variety of trades positions as well as Rail Operators and Rail Supervisors; hire unit staff consistent with assigned hiring authority

  • Develop strategies and implement training and development programs to fulfill licensure and mandated requirements and provide the skill sets necessary to sustain service delivery; research, develop and implement computer and other technology-based training methodologies; review and ensure overall quality of curricula and training provided

  • Analyze, forecast and report on future needs, training outcomes, trends, cost effectiveness and similar performance metrics

  • Quickly build high trust and serve as a liaison to the Rail Division to ensure training needs are met

  • Hire, lead, help develop, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly

  • Ensure that employee and the public's safety continues to be Metro's highest priority, maintaining strict adherence to safety rules and procedures and continually seeking to enhance safety practices, awareness and training

Qualifications
  • At least 2 years of progressive knowledge, experience & accountability for a learning and workforce development function, and at least 1 year of supervisory experience, preferably related to management of a learning and development function; the ideal candidate will have demonstrated this experience in the rail transit industry

  • Working knowledge of developing and implementing comprehensive training programs for professional development, technical proficiency and to meet regulatory mandates.

  • Demonstrated ability to conduct effective needs assessments and develop successful, professional training programs based upon information obtained as well as ability to analyze, forecast and report on future needs, training outcomes, trends, cost effectiveness and similar performance metrics

  • Experience in administering computer-based training programs and utilizing technology to support training activities

  • Ability to learn and demonstrate knowledge of state and federal rules and regulations related to rail operations and maintenance, and industrial safety rules and regulations as applied to public transit and rail operation

  • Two years of increasingly responsible supervisory or comparable leadership experience in transit operations, public administration, human resources, or other relevant fields, that provide the knowledge, skills, and abilities to perform the key roles and responsibilities of the position.

  • Excellent skills as a people leader who has demonstrated experience building effective teams in diverse work environments while inspiring trust, creating strong morale, instilling vision and purpose, and fostering open dialogue

Salary Note: Salary shown represents 2018 rates. The applicable labor union has ratified a contract that includes a 4% General Wage Increase for 2019. This increase will be implemented retroactively to January 1, 2019 upon approval by the King County Council.
