Trinity Metro has an immediate opening for a VP of Development. This position is under the administrative direction of the President/CEO. The incumbent functions as a member of Trinity Metro’s senior management team, which develops policy recommendations and addresses issues pertaining to the achievement of identified missions, goals, and corporate culture. The incumbent has oversight responsibility of Planning & Development, Procurement, Facilities and monitors Trinity Metro’s capital projects; works with partners in public transportation; and advises the President/CEO of issues or problems.

This position’s responsibilities include:
  • Directs, oversees, and has responsibility for the development of major capital projects, including direct management of staff and consultants involved in design, construction management, and administrative management in order to achieve the Trinity Metro’s goals for public transportation in bus and rail.

  • Provides general direction and participates in technical evaluations, negotiation and selection of construction, architectural, engineering and other related consultants.

  • Provides oversight to the Planning and Development Department. Anticipates, prepares, analyzes, plans and develops programs that address all aspects (physical, economic, geographic, etc.) of the community’s public transportation needs.

  • Develop Innovative Public Transportation services that promote efficiency with creative options that enhance the passenger experience.

  • Analyzes data and department proposals to determine transportation patterns and needs of the public. Approves service change proposals.

  • Provide oversight and direction to the Maintenance Facility Department. Control the implementation of strategies associated with the physical plant maintenance to improve efficiency and cost.

  • Oversee all activities of the Contract Administration, Procurement and Records management. Ensure that policies and procedures are followed in accordance with legal requirements.

  • Approves and monitors department budget. Takes action to correct variances.

  • Acts as a resource to and a liaison between department management as well as external contacts to include representation of the Trinity Metro at public functions, professional and civic organizations, local government, community groups and the like.

  • Prepares a variety of reports for executive management and Trinity Metro Board

  • Remains current on new industry trends, methods, and technology.

  • Participates in Trinity Metro’s community activities to promote transit during off duty hours.

  • Supports Trinity Metro Disadvantage Business Enterprise utilization program which is managed by the procurement department.

  • Maintains confidential information.

  • Performs other duties as assigned.


EXPERIENCE
Fifteen (15) years of multi-discipline coordination of capital projects, contract administration, management of employees, statistical analysis, municipal or transit operations experience is a plus.

EDUCATION
Bachelor’s degree in public administration, business administration, law, accounting, budgeting, urban studies, or related field.

Master’s degree is preferred.
