GENERAL SUMMARY:
Manages the resources and activities of personnel engaged in the inspection, maintenance, and repair for the Bus, Rail, and NRV sections for Dallas Area Rapid Transit's (DART) Fleet Services Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Manages the activities and personnel responsible for the repair, service, renewal, overhaul, inspection, cleaning and preventive maintenance of bus and NRV vehicles, systems and components.

  2. Ensures that shift production levels are adequate to produce components for stock and appropriate parts protection levels.

  3. Supervises the assignment of maintenance and supervisory staff and resources to ensure that service objectives are achieved within budgetary constraints.

  4. Monitors the work of staff to ensure Preventative Maintenance Inspections (PMIs) are properly completed and repair work is properly documented; ensures that bus fleet is being maintained in compliance with DART requirements.

  5. Communicates and implements safety rules, policies, and procedures in support of the agencys safety vision and goals; and maintains accountability for the safety performance of all subordinate employees.

  6. Contributes to ensuring that the EEO policies and programs of DART are carried out.

  7. Acquires new knowledge and learns new ways of solving problems, thinks and plans strategically, visualizes and communicates a vision, models desired behavior, drives organizational change, recognition and development of staff potential, pro-actively addresses performance issues.

  8. Interviews, selects, develops, trains, evaluates, coaches, mentors, counsels, and if necessary, disciplines subordinate personnel according to established policies, procedures, and guidelines.

  9. Schedule, oversee, and monitor assignments to meet bus and NRV vehicle support needs. Maintain repairable spare parts pool where applicable.

  10. Review recent equipment repair history and update activity performance reports using departmental asset maintenance system (SPEAR).

  11. Works closely with department and division level managers to ensure the effective repair, maintenance and timely availability of vehicles and equipment.

  12. Effective collaborator and network builder, persuasive, sensitivity to situation and individuals, knows how to work within the organizational.

  13. Authorizes and verifies requisitions for materials and supplies. Monitors the consumption of materials and supplies. Resolves abnormal usage rates and takes appropriate action to resolve the variances.

  14. Ensures appropriate records are maintained according to work performed and completes required forms, reports, and other documentation related to procedures, accidents, and employee conduct; reports building, vehicle and equipment defects including vandalism and trespassers.

  15. Prepares a variety of reports. Develops, submits for approval, and monitors section budgets. Understands, executes and recommends changes to policies and procedures established by senior management.

  16. Performs other duties as assigned.


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  1. Bachelor's degree from an accredited college or university in Business, Engineering, Electrical, Mechanical, Electronic Technology, or related field.

  2. Eight (8) years progressively responsible experience in maintenance and/or shop environment to include a minimum of five (5) years supervisory experience in a maintenance and/or shop environment.

  3. Valid Texas C drivers license, with no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

  4. Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.

  5. Strong PC word processing, spreadsheet, and presentation software skills. Ability to use typical office equipment such as copiers, calculators, facsimiles, etc.

  6. Ability to be mobile and occasionally, lift objects weighing 30-40 pounds such as tools, portable equipment and vehicle parts.

  7. Operates DART non-revenue vehicles as required.

  8. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.

  9. Excellent oral and written communication skills to effectively communicate with supervisory and nonsupervisory employees, government entities, consultants, vendors, contractors, and a culturally diverse community in one-on-one, small groups and large groups.

  10. Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency.

  11. A strong applicable business acumen, providing analytical and creative skills to find solutions to highly complex interpersonal, professional, technical, and administrative problems resulting in timely and accurate decisions both as an individual and at a team level.

  12. Ability to change direction, handle multiple responsibilities and tasks on a regular basis.

  13. Ability to positively motivate individuals and teams to meet or exceed project expectations.

  14. Provides current, direct, complete, and actionable positive and corrective direction to others.


REPORTING RELATIONSHIP:
Reports to Sr Mgr Bus Fleet Maint-SOC

WORKING CONDITIONS:
Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
