Under the general direction of the Executive Director, the Chief of Strategic Planning and Capital Program manages, plans, organizes, and coordinates planning, research, and analysis relating to specified activities/projects, from concept through development and implementation to close-out. This includes serving as the District’s lead for strategic planning activities and capital program management to support development and execution of plans and projects that align with the District’s goals and strategic areas of focus, which include: 1) enhance safety and security, 2) improve community partnerships, 3) enhance customer service, improve service quality, and increase ridership, 4) improve financial health, 5) foster human resources and organizational development, 6) strategically focus intergovernmental and legislative relations, 7) successfully implement projects, 8) asset management and maintaining a state of good repair, 9) legal, regulatory, and policy compliance, and 10) accountability and performance management. The Chief of Strategic Planning and Capital Program may serve as the activity/project lead or in a contributor capacity and is responsible for collaborating with senior staff members and third-party entities to support achievement of NCTD goals and completion of activities/projects.

Essential Functions
Duties may include, but are not limited to, the following:

Strategic Planning:
  • Performs advanced professional work on a wide array of assignments that include but are not limited to the following:

    • project management,

    • financial capital planning and cash flow development,

    • legislative analysis,

    • discretionary grant program management,

    • business process improvement,

    • and other activities specified by the Executive Director.

  • Assists the Executive Director with the overall management and administration of specified activities and internal operations of NCTD.

  • Works with Division Chiefs to support the completion of specified projects and achievement of positive outcomes for NCTD.

  • In consultation with District Procurement and Contract Administration staff, develop procurement documents, scopes of work, and project budgets, and review consultant proposals.

  • Acts as a liaison to various external agencies and special interest groups for specified projects to ensure successful completion.

  • Reviews, analyzes, and provides comment for specified activities, plans and projects for community and transportation impacts, as well as compliance with District regulatory requirements.

  • Provides guidance to, and oversight of, consultants on projects proposed for, or under development on, District property.

  • Presents information to senior management, elected officials, advisory and special interest groups, partner transit agencies, local jurisdictions, governmental funding and regulatory agencies and other stakeholders.

  • Provide guidance to NCTD staff and consultants and oversight of key NCTD planning studies and pilot projects under development.

  • Performs other related duties as assigned.


Capital Program Management:
  • Oversight of the District’s Capital Improvement Program including asset management.

  • Ensures business systems, manuals, and procedures are established to support on-time and on-budget project delivery.

  • Collaborates with the Chief Financial Officer and the Chief of Procurement and Contract Administration to ensure that projects have strong business case justification, well defined scopes, and accurate independent cost estimates.

  • Collaborates with Division Chiefs and Project Managers to support project selection, development, and implementation in accordance with regulatory requirements, NCTD policies, and industry best practices.

  • Manages third-party service contracts in accordance with local, state, and federal rules and regulations; District standards; inter-agency agreements and MOU's; other applicable governmental regulations; and NCTD issued permits and licenses.


Leadership:
  • Collaborates with the Executive Team to support successful outcomes of the District.

  • Assumes responsibility for successful outcomes and effectively manages staff, including direct or indirect supervisory oversight for all team members.

  • Assigns work to personnel, providing instructions and answering questions; Coordinates the scheduling and completion of work by determining operational priorities and resolving workload problems.

  • Inspects work for accuracy and completeness. Evaluates work techniques and methods for consistency with standards.

  • Models the behavior expected for all employees, maintains cooperative and harmonious working relationships with other District departments, Division staff, consultants, vendors, and the NCTD Board.

  • Engages proactively to prevent or mitigate issues.

  • Demonstrates commitment to customer service for both internal and external customers and fosters the same from assigned staff.

  • Communicates effectively both verbally and in writing to employees, peers, senior management, other governmental agencies, and the NCTD Board.


Administrative Management:
  • Responsible for ensuring that goals, performance metrics, and other requirements associated with day-to-day operations of assigned area are achieved.

  • Ensures assigned staff are aware of and comply with NCTD’s EEO program, Title VI program, Board and Administrative policies, human resources, and other applicable policies and procedures.

  • Prepares effective, high quality, and ensures on-time submission of required reports, correspondence, and Board materials.

  • Represents the District at industry and regional committees.

  • Develops and/or supports the development of administrative procedures/processes to support the needs of the District; recommends and implements policies, procedures and standards for information systems.

  • Responsible for the hiring, training, supervising, reviewing, disciplining, and terminating subordinate staff as needed and in accordance with District policy.


QUALIFICATIONS

Experience/Education:
  • Bachelor’s Degree in engineering, transportation planning, urban planning, business or public administration, or related field required.

  • Minimum of fifteen (15) years prior directly relevant experience, including seven (7) years prior supervisory experience.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Licenses/Certificates:
  • Possession of and the ability to maintain a California driver’s license, Class C, and a satisfactory driving record for the last five (5) years.

  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.


General Requirements:
  • Knowledge of principles and practices of public transportation planning including federal, state and local laws, policies and regulations.

  • Knowledge of principles and practices of local, state, and federal environmental planning practices, standards, and laws.

  • General knowledge and experience with project management principles including direct experience initiating, planning, executing, monitoring, controlling, and closing various public and/or public/private projects.

  • Able to read, analyze and interpret maps, schedules, plans, spreadsheets, and related documents.

  • Able to create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public.

  • Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources.

  • High level of professionalism; demonstrate a positive, pro-active attitude and commitment to excellence.

  • Ability to interpret and apply local, state, and federal rules and regulations accurately and effectively.

  • Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.

  • Demonstrate proficiency in computer software programs including the Microsoft Office Suite.
