The Assistant Executive Director of Planning & System Development plays a primary leadership role in and outside the Agency by leading the design and delivery of Metro transit service. This position is responsible for sustaining ongoing relationships with Metro customers and stakeholders for the purpose of designing and delivering a transit system that meets the mobility needs of the St. Louis region. This position will accomplish this by interacting with external partners including customers, employers, and civic entities; planning and implementing Metro’s long-range transit plan and the projects, programs and policies therein; overseeing the ongoing development and monitoring of Metro’s fixed-route transit service plan including making decisions regarding the regional allocation of transit service; overseeing the development and implementation of Metro’s transit planning systems and ensuring these technologies are leveraged to maximize the outcomes of the transit system design and customer experience; overseeing Metro’s analysis of transit system performance and business practices including statistical analysis and reporting and market research; and overseeing Metro’s program for communicating with customers through its Customer Service Call Center, outreach activities and events and ongoing communications.

Duties and Responsibilities

Leadership
  • Supports the Executive Director and assists in providing supporting materials to the Agency’s Board of Directors.

  • Plays a leadership role in Metro strategic planning.

  • Creates and oversees a performance measurement system for Metro’s strategic initiatives.

  • Effectively directs and oversees the day-to-day activities of personnel engaged in planning and system development activities, including staff of the Long-Range Planning, Planning, Research and Development, Scheduling and Customer Service departments.

  • Develops and sustains collaborative relationships with internal departments, civic and business institutions, key stakeholders, customers, and the public.

  • Represents the Agency on various planning committees and organizations.

  • Supervises the training and professional development of Division staff.


System Development Planning
  • Oversees the development of the Agency’s long and short-range transit plans and related studies.

  • Responsible for the initial planning of capital investments including rail and bus passenger facilities and routes.

  • Oversees service planning-related capital projects.

  • Monitors route productivity and makes periodic comprehensive operations assessments of the system.

  • Manages service changes from conceptualization to implementation.

  • Solicits and responds to community input on service design and performance.

  • Analyzes fare usage trends and makes recommendations on Agency fare policies.

  • Remains abreast of industry trends, methods, and technology.


Performance Planning and Monitoring Functions
  • Supervises production and publication of monthly, quarterly, and annual reports including all National Transit Database (NTD) functions.

  • Develops annual budget projections for service, passengers, and revenue.

  • Develops and monitors departmental budget.

  • Prepares reports and presentations for management and Board review.

  • Work closely with the Finance Division to write grant applications and obtain funding for the Agency’s operations and capital projects.

  • Ensures Agency compliance with service agreements, labor contracts, and applicable laws including Title VI.


Required Skills
  • Analytical Ability - Must possess a high level of creative and analytical ability. Must demonstrate capacity to develop solutions to complex service, financial, and technical problems.

  • Planning Knowledge - Must possess a solid understanding of the principles and techniques of transit planning and of the policies and practices that govern service distribution. Considerable knowledge of federal, state and local funding formulas and conditions. Considerable knowledge of the bus service scheduling process and of computer applications to transit scheduling and planning functions preferred. Must possess ability to learn the service area’s transit needs.

  • Technical Skills - Must be proficient in quantitative and qualitative analysis, including demonstrated experience with statistical software packages such as SPSS, SAS, or Excel. Must be a proficient user of planning-related software packages including geographic information systems (GIS) and scheduling software.

  • Management Skills - Ability to evaluate program effectiveness, supervise and evaluate the work of employees and work under pressure. Must have the capacity to develop and sustain interpersonal relationships with Agency staff, management, stakeholders, and the public. Must demonstrate capacity to develop solutions to interpersonal and professional problems. Must be able to develop and administer projects from conceptualization to final implementation and monitoring.

  • Communications Skills - Must have the ability to communicate effectively, both orally and in writing and interact effectively with Agency management officials, Board of Commissioners and federal, state and local government officials.


Required Experience/Education
  • 10+ years in a similar role preferably in Transportation, Planning or related field.

  • M.A. / M.S. in Planning, Geography, Public Policy or related field.
