Job Summary:
Metro is seeking an astute professional to join our senior management team. We are currently recruiting for a Director of Training for our Department of Bus Transportation (BTRA). Working under the general direction of the Managing Director, Bus Transportation, the successful candidate will be a vital contributing member of the BTRA management team. The senior leader will be responsible for designing, developing, delivering and evaluating employee training and development strategies in support of BTRAs business plan. The ideal candidate also: manages performance, ensures effective and responsive delivery of services to BTRA managers and other employees; has overall responsibility for the bus operator training program, remedial training and updates for operations policy and procedures manual; assesses and identifies opportunity to improve current training programs offered to include making recommendations to address findings in cooperation with management partners; and, works well with all levels of management to determine core technical competencies required for key positions in BTRA.

Essential Functions:
  • Strategic business leader on training issues: Regularly meets with managers and leaders of Bus Transportation to understand the business outcomes and requirements essential for their success. Continually plans, assess and evaluates training against Bus Transportation business plans and the needs of the customers.

  • Manages the performance and resources of BTRA Training to ensure the effective and responsive delivery of services to BTRA managers and other employees. Supervises the recruiting, training and performance of subordinate staff.

  • Designs, develops, implements, and evaluates technical operations training for all levels of the BTRA staff to support their competency in areas that are critical to the organization and equip staff with the required skills to achieve the organization’s quality, financial and customer service goals. Seeks to improve the Training & Development (T&D) methods and delivery processes, and monitors training quality. Establishes training standards and provides quality assurance for training activities.

  • Provides broad scope review, analysis, and assessments of Bus Transportation policies, procedures, programs, and organizational structure and alignment in terms of effectiveness, quality of service, and best practices.

  • Assesses and identifies opportunities to improve current training programs offered and team and organizational performance, making recommendations to address findings in cooperation with management partners both internally and within Human Resources (HR) Talent Management (TM). Stays abreast of and recommends industry and transportation best practices in the assessment, development and delivery of bus transportation training efforts.

  • Works with all levels of management to determine core technical competencies required for key positions in Bus Transportation and identifies specific resources to ensure acquisition and maintenance of these competencies.

  • Performs other related duties as required.

  • In cooperation with the HR Department, coordinates human resources administrative activities to support the Bus Transportation offices.

  • Writes scopes of work and manages contracts with vendors and/or consultants to provide training and development classes and programs for Bus Transportation workforce.

  • Identifies, centralizes and manages a repository of Bus Transportation training resource materials for ease of access.

  • Develops effective tracking system for training delivery and completion for Bus Transportation staff.

  • Partners with the Union Representatives to support the development and training of bus operators and clerical employees.

  • Manages, analyzes, interprets and keeps abreast of applicable Federal and State regulatory requirements (American with Disabilities Act (ADA), Occupational Safety and Health Administration (OHSA), Federal Transportation Administration (FTA)) and communicates changes to all stakeholders as required.

  • Produces training materials with content expertise as provided internally.

Minimum Qualifications:

Bachelor’s degree in Education, Instructional Design or similar discipline

In lieu of a Bachelor’s Degree, a High School Diploma or GED and four (4) years of training program administration experience

A minimum seven (7) years of experience in the development, administration, and/or implementation of large-scale operation training programs, with specific experience in transit operations preferred; includes at least four (4) years in a middle manager or higher-level capacity, responsible for leading and ensuring a qualified and well-trained workforce.

Preferred Education
Master’s Business Administration or Masters of Science in Training
