Hampton Roads Transit is seeking a Grants Program Analyst to assist the Grants Administration and DBE Officer with the planning, programming, and administration aspects of the capital program. This position will serve on major project implementation teams as support to the Grants Administration and DBE Officer for such systems as the Financial System Software and Enterprise Asset Management. This position assists in researching funding sources and preparing and submitting proposals to a variety of organizations.

Essential Job Functions:
  • Assists the Grants Administration and DBE Officer in the coordination and oversight of the capital planning activities.

  • Assists in the preparation of local, state and Federal Assistance Grant applications.

  • Monitor and track compliance on grant contracts and provide recommendations to promote continued financial and grant compliance.

  • Responsible for ensuring timely submission of budget revisions, amendments, and extensions on federal and state contracts.

  • Generate timely and accurate reports for submission to FTA.

  • Assist departments with financial assessments of grant projects.

  • Responsible for the maintenance of official grant files, records, and supporting documentation related to federal, state, and local projects.

  • Participates in the planning, development, and implementation and reporting on new programs associated with reimbursable projects, new service initiatives, special projects, and demonstration programs.

  • Assist in the development of control systems in the financial ERP system for budgeting and accounting for capital projects.

  • Assists with the development and maintenance of procedures and guidelines for grants administration.

Knowledge, Abilities and Skills:
Demonstrated knowledge, abilities and first-hand experience in principles and practices of capital planning budget formulation, programming, prioritization and administration. Must successfully demonstrate ability to interpret and implement federal, state, and local regulations. Adequate communication and analytical skills required. Effective oral and written communication.

Bachelor’s Degree in Business Administration, Public Administration, or related field. Minimum of two years work experience in capital budgeting and grants administration.
