Under general direction from the Executive Director, the Senior Business Analyst conducts complex business analysis and develops and or assists in the development and execution of strategies that will generate the best business/transaction outcome for NCTD. This position will facilitate the flow of information on a variety of projects, grants and/or contracts, and will support business process improvements, project idea feasibility and alternatives analysis, and general business processes primarily focused on major contracts and expenditures.

Distinguishing Characteristics
This position is expected to have the ability to conduct cost/benefit analysis, utilize modeling techniques and methods, understand systems engineering concepts, develop complex spreadsheets, and write a business case report. This position must exercise judgment within guidelines and be able to independently provide management with the expertise necessary to identify, evaluate, and resolve business problems. Assignments are frequently complex and require proficiency in more than one functional and technical area.

Supervision Received and Exercised
This position reports to the Executive Director and may also receive direction for work tasks from Chief Financial Officer and or Chief Procurement and Contract Administration Officer depending on the nature of the specific job task/assignment. This position exercises no supervisory authority but is required to collaborate with internal and external personnel of varying levels of seniority and authority to accomplish job duties. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
  • Performs a wide range of financial, analytical, and administrative duties related to business transactions/contract activities.

  • Collaborates closely with the Finance Division and the Procurement and Contracts Administration Division to include understanding key policies and procedures relevant to business transactions and contract activities.

  • Develops and or reviews project justifications/alternatives analysis, scopes of work, technical specifications, grant applications, and independent cost estimates to ensure compliance with NCTD requirements and the achievement of best case business outcomes.

  • Coordinates information flow and status tracking on multiple projects related to business transactions/contract activities and provides routine updates to management team.

  • Ensures project timelines are promulgated in support of project completion.

  • Leads or participates in multiple projects by completing and updating project documentation, managing project scope, adjusting schedules, determining daily priorities, ensuring efficient, on-time delivery of project tasks and milestones, following proper escalation paths, and managing customer/vendor relationships.

  • Coordinates information and assures effective communications between departments to support clarification and reconciliation of issues relating to department funds, grants, budgets, and District procedures.

  • Coordinates and performs professional-level administrative and programmatic work in such areas as budget development, financial administration and reporting, grants, procurement, database management, contract administration.

  • Identifies, creates, and facilitate process design changes by conducting business systems and process analysis; focuses on quality improvement and data integrity; develops proposed new processes or process improvements, partners with internal and external stakeholders to ensure processes and systems provided meet long-term business strategies.

  • Prepares flow and organizational charts, and statistical data displays.

  • Meets with managers and executives to clarify and explain data, resolve problems, and prepare detailed documents.

  • Composes, reviews, and edits written memos, letters, staff reports, reports, manuals, and other documents.

  • Creates and prepares presentations for various groups as requested, for example, committees, boards, commissions, advisory groups, or community groups.

  • Attends various department/division at meetings as needed.

  • Performs other related duties as assigned.


QUALIFICATIONS

Education/Experience
  • Bachelor’s Degree in business administration, public administration, finance, or a related field.

  • Minimum of seven (7) years of directly relevant experience. Master’s in Business Administration is preferred.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses
  • Possess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years.

  • Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics.


General Requirements
  • Advanced knowledge of principles and practices of business administration, management analysis, organization, and communications.

  • Ability to analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes.

  • Ability to work effectively under pressure, multi-task, and organize work flow so as to deliver high-quality products within established deadlines.

  • Exceptional relationship-building skills to deal effectively with individuals at all levels of responsibility and authority, and a variety of constituent groups including management, agencies and vendors.

  • Exceptional written and oral communication skills.

  • Ability to analyze routine and non-routine business situations, scenarios, proposals and solve problems and present alternatives.

  • Demonstrated above-average proficiency with report writing and presentation development.

  • Demonstrated above-average proficiency in computer software programs, particularly the Microsoft Office Suite, including spreadsheet and database functionality.
