The Field Safety Specialist performs a variety of complex duties ensuring the District's projects are conducted in a safe and efficient manner in compliance with requirements of North County Transit District (NCTD), the specifications and regulations of the Federal Railroad Administration (FRA), the California Public Utilities Commission (CPUC), the Federal Transit Administration (FTA), and other governing agencies.

Distinguishing Characteristics

This position is distinguished by its responsibility for enforcing compliance with regulatory and contract requirements while directly observing, monitoring, inspecting, and auditing projects and activities conducted on the District's property. This position is designated as Safety-Sensitive under NCTD authority (non-Department of Transportation [DOT]) and will participate in a random testing pool under those guidelines.

Supervision Received and Exercised

This position directly reports to the Chief of Safety and Security and will work closely with the Rail Engineering Department in the Rail Division as well as the Facilities Project Management group in the Development Services Division as necessary. S/he assists in overseeing and inspecting projects, activities, and District facilities, as well as administering NCTD's various safety programs and initiatives. This position has no direct reports, but will provide guidance and oversight to contractors and consultants. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions

Normal working conditions for this position are in both an office and field setting. Business travel will be required periodically between District sites, governmental agencies, consultant's facilities, and other locations as required.

EXAMPLES OF DUTIES:

Essential Functions

Duties may include, but are not limited to the following:

Perform safety reviews of encroachment applications submitted for construction-related or special event activities to be conducted within NCTD Right of Way (ROW) and NCTD-owned property.

Perform safety audits for construction-related activities to be conducted within NCTD ROW and NCTD-owned property.

Perform field visits and inspection activities to verify that safety items stated in the Work Plan for the Right-of-Entry (ROE) permit are compliant with the Roadway Worker Protection (RWP) training and general safety around the track.

Ensure compliance with NCTD's Integrated Safety Management System Plan (ISMSP) including the adherence to site safety policies and procedures.

Facilitate and/or attend field safety and project meetings.

Perform safety audits for NCTD's capital projects and facilities.

Provides direction for the development and revision of safety policies and procedures.

Facilitate risk analysis of new and existing construction projects, systems, processes, products and physical workspaces to determine the existence and outcome of potential hazards.

Develop and implement programs and procedures to reduce the frequency, severity and cost of accidents, occupational illnesses and eliminate or control potential hazards.

Maintains, supports, and promotes a safe work environment while complying with all of NCTD's safety rules, policies, and procedures.

Perform other related duties as assigned.

QUALIFICATIONS:

Experience/Education

Bachelor's Degree in a transportation, safety, communications, business, engineering, industrial or related field preferred

Minimum of three years directly relevant experience in railroad, transportation operations, or construction/industrial safety required.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses

Possession of and the ability to maintain a California driver's license, Class C, and a satisfactory driving record for the last five years.

Must be able to become GCOR Qualified on NCTD owned railroad properties.

Maintain compliance with the District's policies regarding Conflict of Interest and Ethics. OSHA 30-Hour Card preferred.

Transit Safety and Security Program (TSSP) Certificate preferred.

General Requirements

Knowledge of U.S. Federal, State, local, and rail transit industry safety, operations, mechanical, and maintenance procedures, standards, and practices.

Familiar with service contracting practices and procedures, to include prior direct experience.

Able to create and maintain good working relationships through excellent communication and teambuilding skills; including the ability to engage successfully with both internal and external contacts and the public.

Strong communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.

Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources.

Demonstrated use of discretion and judgment in execution of duties.

Must be able to manage and maintain simultaneous, transitional, and emerging priorities.

Demonstrated proficiency in computer software programs including the Microsoft Office Suite and database systems

Able to respond in-person to system emergencies and system problems on any shift and under any weather or time-of-day circumstances.

Physical Requirements

The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds on a daily basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.

Machines / Tools / Equipment

Ability to operate a personal computer and Microsoft Office Suite programs.

Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone.

Ability to carry and operate a mobile on-call device.
