SUMMARY: To perform senior-level work in support of complex professional services and heavy construction contract administration activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. • Summarizes complex technical specifications for Request for Proposals (RFPs) and Invitation for Bids (IFBs); performs cost/price analyses on contractor proposals and bids. • Plans complex procurement processes and assists user departments with setting solicitatioin strategies and schedules. • Schedules advertising and announcement of RFPs and IFBs. • Holds and facilitates pre-proposal and pre-bid conferences to summarize solicitation requirements and answer questions. • Prepares and issues RFP/IFB amendments. • Leads proposal and bid evaluation teams and evaluates proposals and bids including past performance, cost/price analysis, and other factors. • Negotiates contract costs, terms, and conditions with multiple vendors. • Prepares written award recommendations and determinations of fair and reasonable prices for management. • Prepares reports and correspondence. • Attends and participates in various meetings, including pre-solicitation and post-award meetings. • Conducts proposer/bidder debriefings. • Monitors contract compliance and negotiates contract modifications and/or change orders; establishes and implements pricing/negotiation strategies. • Analyzes cost/price elements in contractor proposals, bids, modifications, or change orders. • Conducts market surveys; analyzes market effect on pricing. • Resolves problems and disagreements between contractors and user departments. • Reviews and approves contractor invoices. • Assists new vendors with requirements of the procurement process. • Conducts closeout actions upon contract completion such as obtaining final audit, final payment, resolution of Stop Notices, release of retention, etc. • Performs other related work/duties. • Contributes to ensuring that the EEO policies and programs of Metro are carried out.
EDUCATION REQUIRED: • Bachelor's degree - Business, Public Administration, or other related field.
MINIMUM QUALIFICATIONS: • 3 years' experience performing complex contract administration work and procurement activities as it relates to professional services and heavy construction; work in cost/price analysis required for some assignments.
PREFERRED QUALIFICATIONS: • Experience in Law and claims. • Experience in construction practices, law, and claims.
KNOWLEDGE AND ABILITIES:
Knowledge of: • Theories, principles, and practices of complex professional services and heavy construction contract administration for public agencies. • Applicable local, state, and federal laws, rules, regulations governing public procurement and complex professional services and heavy construction contract administration processes. • Statistical and cost/price analysis.
Ability to: • Perform complex professional services or heavy construction contract administration work. • Interview and evaluate contract proposal respondents. • Perform cost/price analysis. • Mediate and negotiate. • Communicate effectively orally and in writing. • Represent Metro before the public. • Prepare reports, contracts, specifications, correspondence, RFPs and IFBs. • Analyze situations, identify problems, and recommend solutions. • Compile and analyze complex data. • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, and budgets. • Interact professionally with various levels of Metro employees and outside representatives. • Travel to offsite locations within a reasonable timeframe. • Read, write, speak, and understand English.
