As a member of our Rail Technical Trainer team, you will be training the future light rail workforce in Seattle. Your work will involve frequent learning opportunities: new equipment, new rail extensions, changes in industry standards, and helping to bring in new technology.

Link Light Rail, operated by King County Metro Transit, is responsible for providing rail service on a 20.4 mile route from the University of Washington Station to Angle Lake Station located at South 200th Street. The light rail line is a critical part of the region's transportation network and continues to expand, currently carrying up to 80,000 riders per day.

Our Technical Trainer team is responsible for the development, implementation, and presentation of training courses for a variety of trades. Trainers focus on one or more of the following areas including, but not limited to: Operations, Vehicle Maintenance, Track & ROW Maintenance, Power, Signals, SCADA, Facilities Maintenance (Electrical and Mechanical), Safety, and Supervision.

Trainers will typically receive cross-training in one or more areas that they may not be familiar with. Trainers instruct in both the classroom and in hands-on situations, and evaluate student progress throughout the training program. They are also involved in coordinating with Rail management in the oversight of rail operations and maintenance work, to ensure that safety and quality of services are delivered according to our standards, best practices and rules.

This position is considered safety sensitive. Applicants for these positions are required to undergo drug testing prior to employment and subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty, and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substance testing program protocols.

Work Schedule

This is an exempt position, meaning that there is flexibility in your hours and you are not eligible for overtime pay. The position may work non-standard hours, such as holidays, weekends and evenings, to effectively meet the training needs of our employees.

JOB DUTIES:

• Involved in all aspects of rail training including, but not limited to rail operations, maintenance, and facilities training programs.

• Develops, implements, and conducts training (including curriculum, lesson plans, hands-on training and demonstration, training materials and testing) for rail employees and others as assigned.

• Update instructional procedures and program content.

• Prepares and maintains current training aids, charts, view-graphs, visual aids, equipment simulators, and mock-ups.

• Ensures availability of classroom space and equipment for specific training programs.

• Conducts initial, refresher, and retraining for rail employees as necessary.

• Performs in-service ride checks for rail operators and for post incident/extended absence.

• Conducts technical and compliance training (Industrial Hygiene, Safety and Regulatory Compliance, etc.) as required. Assists in other training programs where overlap or intersection occurs.

• Monitors progress of trainees and provides progress evaluations and periodic counseling.

• Ensures that trainees, while in training, remain compliant with Metro rail governing documents and policies including but not limited to rules, procedures, and time accountability.

• Evaluates and recommends to management the termination of trainees during training and employees during probationary period who do not meet rail standards.

• Acts as a designated examiner in the testing and certification of rail vehicle operators and other rail positions.

• Maintains complete and accurate documentation on all facets of rail training and testing for each student as required and as mandated by Metro policy and State and Federal law.

• Maintain a variety of electronic reports; perform electronic data input and retrieval; review for accuracy all forms and documents received and forward them as appropriate.

• Provides customized training as needed.

• May assist in training other areas on a project basis.

• Maintain current knowledge of training processes, safety principles, Metro rules/policies/procedures, and all applicable federal, state, and local laws.

• Evaluates new equipment and changes in existing equipment and incorporates it into training curriculum.

• Participates in the testing, certification, and opening of new rail extensions.

• Participates in the testing and certification of new rail cars.

• Participates in rail audits, emergency drills and simulations.

• Researches and prepares technical and administrative reports in support of the Rail Section.

• Operate rail vehicles and perform other related duties as needed.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:

Minimum Qualifications

Two years of work experience as a trainer and/or educator of adults and two years of work experience in a transportation, transit or industrial environment OR any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.

Additional requirements are:

• Working knowledge of employee performance evaluation and counseling.

• Skill in oral and written communication; reading, writing and following detailed instructions.

• Skill in developing training course curricula, classroom materials, presentations and testing instruments.

• Skill in evaluating and revising standard and custom training materials.

• Skill in developing policies and procedures, rules, and reports.

• Skill in organizing work, setting priorities, and meeting deadlines.

• Skill and demonstrated values of respect and equity in working effectively with a diverse population in varying occupations and situations.

• Skill in problem solving, analyzing and evaluating efficiency and quality and making recommendations for improvements.

• Working knowledge of or the ability to learn state and federal rules and regulations related to rail operations, maintenance, and industrial and transit-related safety.

• Working knowledge of or the ability to learn transportation operation and maintenance rules, policies and procedures, forms, records and documentation requirements.

• Ability to learn and become proficient with database systems used for rail rules, policies, procedures, training materials and training records.

• Skill in the use of MS Word, Excel, PowerPoint and Outlook.

Necessary Special Requirements

• Valid Washington State Driver's License with an acceptable driving record.

• Ability to obtain and maintain a Class B CDL with passenger endorsement.

• Ability to obtain and maintain a rail operator certification after training.

Desired Qualifications

• At least two-years of increasingly responsible work experience in a supervisory or lead capacity highly desired.

• Coursework in supervision, management and/or training and development.

• Experience in creating training videos and/or online training.

• Related college or certificate coursework

• Some Trainer positions may benefit by having the following qualifications:

o An Associate of Applied Science in Electronics Engineering Technology, or equivalent.

o Working knowledge of safe and proper operation of rail vehicles and their mechanical/electrical systems.

o Working knowledge of radio communication technology and terminology.

o Working knowledge of electronics theory including DC and AC electronics, digital electronics, solid state electronics, integrated circuits, microprocessors, and the basics of programmable logic and networking. o Working knowledge of Supervisory Control and Data Acquisition (SCADA), Closed Circuit Television (CCTV), and Fire Life Safety monitoring systems, HVAC, and building automation operation.

o Working knowledge of high voltage safety principles, electrical codes, and applicable regulations, including the WAC, OSHA, NEC and guidelines such as NFPA, APTA and IEEE Standards.

o Working knowledge of the theory, operation, maintenance, overhaul, repair and troubleshooting of electrical, electronic, hydraulic and pneumatic systems used in Wayside systems.

o Knowledge and ability to read and interpret blueprints, schematics and drawings.

o Knowledge of theory, operation, and use of computers and computerized diagnostic and test equipment used in electrical applications.
