GENERAL SUMMARY:
Directs and oversees the activities of personnel engaged in bus operations for Dallas Area Rapid Transit's (DART) Bus Operations Department. Oversight of multiple operating locations or performance contracts.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Directs, oversees and has ultimate responsibility for personnel engaged in bus operations garages, bus dispatch control center, field supervision, special services, emergency services and other day-to-day operations.

  2. Establishes and secures approval of goals, policies and objectives for division programs with broad latitude for decision-making.

  3. Leads team members through coaching and other leadership practices to establish high performance of employees. Ability to problem solve productivity and employee interaction related to performance of the teams.

  4. Acts as a resource to liaison between divisions and various departments within DART as well as with external contacts.

  5. Prepares and presents formal briefings to DART Board, senior management, community and others as required.

  6. Prepare correspondence in response to customer complaints and Board requests.

  7. Addresses grievances and employee concerns regarding work requirements, productivity, performance and work place behaviors.

  8. Recommends and implements procedures and policies for division operations. Also, ensures programs comply with applicable federal, state and local laws and regulations that are compatible with DART?s mission.

  9. Interviews, selects, supervises, develops, evaluates, counsels and if necessary terminates subordinate personnel in accordance with established policies, procedures and guidelines to include Equal Opportunity Plans, programs, goals and objectives.

  10. Monitors work progress, prepares monthly reports, assists and guides as necessary to ensure quality work is delivered on time.

  11. Acts in the absence of the Vice President, Bus Operations as required.

  12. Oversight of multiple operating locations or performance contracts.

  13. Performs other duties as assigned.


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may b e substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  1. Bachelor's degree from an accredited college or university in Business Administration, Transportation, or related field.

  2. Twelve (12) years progressively more responsible experience in transportation operations management to include a minimum of six (6 ) years directing and managing a professional staff involved with transportation operations.

  3. Valid Texas drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty six (36) consecutive months on driving record in order to operate DART revenue and non-revenue vehicles.

  4. Must have experience of direct oversight and management of one hundred vehicles or more.

  5. Understanding Mobility as a Service transportation modes.

  6. Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

  7. Ability to blend people into teams when needed. Creates strong morale and spirit in his/her team. Fosters open dialogue. Defines success in terms of the whole team. Creates a feeling of belonging in the team.

  11. Ability to accurately scope out length and difficulty of tasks and projects. Sets objectives and goals. Breaks down work into the process steps. Develops schedules and task/people assignments. Anticipates and adjusts for problems and roadblocks. Measures performance against goals. Evaluates results.

  12. Ability to read a situation quickly. Good at focused listening. Can effectively negotiate difficult agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.

  13. Ability to manage within a budget, forecasting and implementation cost saving measures throughout multiple operating divisions by increasing efficiencies while providing excellent results on performance of the service.


REPORTING RELATIONSHIP:
Reports to VP Transportation

WORKING CONDITIONS:
Works in an environment wher e there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
