Under the general direction of the Chief Financial Officer, this position develops, implements, coordinates, supervises and monitors the District annual capital and operating budgets and related grants programs, leads the provision of financial, operating and performance measure reporting, and has oversight of the District asset management program.

Distinguishing Characteristics
This position is distinguished by full managerial responsibility, under the direction of the Chief Financial Officer, for District capital and operational budgeting and reporting and related grants, and the asset management program. The Director of Budget is required to be knowledgeable of budgeting practices, funding source requirements, advanced financial and operating reporting concepts, financial and operational analyses, and have experience with administration and compliance with Federal and State regulations and conditions. This position works with minimal supervision, operates with independence, exercises sound judgment, and utilizes initiative and self-direction in the performance of duties. This position is designated as “at-will” in accordance with the NCTD Employee Handbook.

Supervision Received and Exercised
This position works under the general direction of the Chief Financial Officer and is responsible for the direct management and supervision of staff positions that perform and oversee the capital and operating budget and related grants, and the asset management program. This position has considerable interface with other NCTD staff including District Managers and the Executive Management Team and will provide presentations to the NCTD Board of Directors on the capital and operating budget, asset management program, and meet with external stakeholders. Further, this position is expected to participate in the sharing of expert knowledge and is a vital member of various project teams that may be instituted.

Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
  • Responsible for the development, implementation and supervision of systems to:

    • prepare and monitor the capital and operating program budgets,

    • oversee grant accounting, reconciliation, reporting, and closeout

    • report and analyze key performance indicators, financial statements and schedules

    • apply industry best practices to ensure accurate tracking of District assets within the asset management program.

  • Conducts studies in the areas of cost-benefit analysis and cost containment, including impact assessment of programs, financing of services and facilities, and revenue projections.

  • Performs, directs, and supervises computer modeling to analyze proposals, programs and projects.

  • Conducts analysis of financial statements, accounts, and key performance indicators; investigates unusual or unexpected financial results, trends and account fluctuations, and develops recommendations to enhance internal controls and correct noted deficiencies in accounting, forecasting and operational areas.

  • Leads process for the annual capital and operating budget through hands-on development of budget documents and presenting budgets to the NCTD Board for adoption.

  • Performance Reporting:

    • Periodic analysis and presentation of financial statements

    • Assist with the annual Comprehensive Annual Financial Report (CAFR)

  • Responsible for the hiring, training, supervising, reviewing, disciplining, and terminating subordinate staff as needed and in accordance with District policy.

  • Perform other related duties as assigned.


QUALIFICATIONS

Education/Experience
  • Bachelor’s Degree in finance, accounting, business, or related field required.

  • Minimum of seven (7) years’ experience in accounting, financial management, trend analysis, budgeting, and financial planning, including 2 years prior supervisory experience.

  • Some Public Agency with grant management experience preferred.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses
  • Possession of and the ability to maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years.

  • Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics.


General Requirements
  • Advanced knowledge of generally accepted budgeting, accounting and reporting principles and practices.

  • Exceptional written and oral communication skills;

  • Ability to gather, organize, and analyze information, arrive at sound conclusions and synthesize concepts; effective interpersonal and supervisory skills.

  • Able to establish and maintain effective working relationships with a variety of individuals including staff, consultants, vendors and general public.

  • Must be able to manage and maintain simultaneous, transitional, and emerging priorities.

  • Demonstrated above-average proficiency in computer software programs including the Microsoft Office Suite and Enterprise Resource Programs, such as JDEdwards.
