General Description
The City of Tucson Transportation Department is seeking a qualified applicant to join our diverse, vibrant, progressive and engaged workforce. This position assists in the development and coordination of Intergovernmental Agreements (IGAs) and transit grant applications. Manages transit projects and serves as a liaison with contractors and community groups. Provides local, state and federal compliance oversight for the City's fixed route, paratransit and streetcar systems. Essential Functions
This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations; assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.
  • Serves as the liaison with contractors, community groups, and government organizations to resolve issues and provide information.

  • Monitors contracts to ensure compliance with agreements and requirements.

  • Assist with the grant management process by cooperating with regional jurisdictions and City departments, directing regulatory compliance of local governments and monitoring expenditures of funds.

  • Assists with the development of capital and operating budgets, programs and projects.

  • Monitors and evaluates contractor compliance for the City's fixed route, paratransit and streetcar services.

  • Assists with the development and coordination of Intergovernmental Agreements (IGAs), and transit grant applications for funding assistance.

  • Develops, reviews and organizes a variety of high-level written correspondence.

  • Develops, reviews and organizes a variety of financial analysis utilizing Excel.

  • Serves as staff liaison for community groups, such as the Department's Transit Task Force.

  • Participates in long range transit planning efforts with local and regional partners.

  • Must have initiative and desire to work in a team environment while achieving individual and City goals.

  • Coordinates, develops, and updates various transit plans as necessary (e.g. transit asset management plans, fleet management plans, etc.).

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree in Planning, Public Administration, Business Management or closely related field.

Minimum Experience Qualifications: At least 3 years of experience in managing and/or overseeing public transit grants and overseeing contracted fixed route, paratransit and streetcar services.

An equivalent combination of experience, training and certification that provides desired knowledge, skills and abilities to perform the essential functions may be considered.

Preferred Qualifications
Master's Degree in in Planning, Public Administration, Business Management or closely related field.

Selection Plan
Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions.

An evaluation will be conducted and scored on the Resume and Cover letter submitted with the application materials via the resume tab in the application process. Please ensure that you have uploaded a resume and cover letter.

The highest scoring applicants will then be invited to participate in an Oral Board interview that will include a written exercise. Oral Board Interviews will be held: The week of October 15, 2018.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.

An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
  • 10% of your rating for education and work experience

  • 10% Written Evaluation of Resume and Cover letter

  • 80% of your oral board interview


This recruitment will establish a civil service list that may be utilized to fill vacancies occurring within the next 6 months.
