Summary

A managerial level position responsible for management, guidance and oversight of the build-out of the Swift Bus Rapid Transit (BRT) network as identified in the Community Transit Long Range Transit Plan. Working closely with Executive Leadership team, Capital project managers, Grants team and consultants, develops strategy and path for implementing the Swift BRT network throughout Snohomish County. Works closely with internal and external stakeholders to identify, develop, and deliver critical infrastructure and high-capacity services to the citizens of Snohomish County. Coordinates with jurisdictional and regional partners to develop and achieve program goals. Maintains comprehensive understanding and management of overarching program – including sufficient detailed knowledge of individual projects and elements. Understands path from Feasibility Study to Design to Construction to Operations. Manages multiple projects simultaneously.

This position requires strategic thinking, exceptional communication and relationship building skills, negotiation and advocacy skills, and the ability to multi-task to deliver Program elements on scope, on schedule and within budget.

Essential Duties

1. Manage Swift BRT network buildout. Management and oversight on all aspects of development from Feasibility Studies, Design & Engineering, Construction, and eventual launch of service and ongoing improvements. Maintain comprehensive understanding of BRT Program, as well as sufficient detailed knowledge of individual projects or elements. Understands and assists project managers to overcome and communicate challenges and successes. Directs and supports individual project managers to further phases such as Design & Engineering, Environmental Review, Construction, and launch of service. Writes scope of work and timelines. Monitors and manages schedules to ensure timely and coordinated delivery of all elements and projects. Helps prioritize tasks and provides direction to others. Prepares reports to communicate Program status.

2. Manage consultants and contractors. Provide direction. Address and resolve obstacles and hurdles at any phase of the program. Monitors compliance.

3. Manage and facilitate ongoing communication throughout the agency on projects and potential impacts. Establishes strong communication paths – from CEO to Operators to general public. Provides regular presentations to Management, Executive Staff and Board members to obtain input and direction on BRT Program. Communicate program challenges and successes. Facilitate public communication.

4. Organize and manage the activities of internal working groups or committees to address specific issues of concern or opportunity. Determine the appropriate size, skill set, and organizational structure necessary to inform, obtain input, build consensus and represent key stakeholders. Develops and fosters important relationships in all aspects of agency. Manage and set priorities.

5. Manage project budgets. Oversight on development of initial budgets through project close out. Manage contingencies. Work with Grants staff and Federal funding partners to ensure compliance and federal requirements are met. Advise, manage and monitor development and maintenance of required plans such as Project Management Plan, Risk Registers, Readiness Review and others.

6. Work with jurisdictional partners, negotiate and develop key contracts, Inter-local Agreements and/or Developer Agreements to support transit priorities and achieve program goals; including potential financial contribution to or from Community Transit. Positions Community Transit as a partner of choice.

7. Performs other duties of a similar nature and level.

Requirements

Minimum Qualifications

1. Bachelor’s degree in Public Administration, Transportation Planning, Engineering, Urban Planning or a closely related field.

2. Three years of progressively responsible experience in transit, public works, transportation or land use planning.

3. Three years of professional level project management or program management experience.

4. Three years of experience organizing, presenting, facilitating and negotiating with diverse stakeholders and user groups.

5. Two years of experience in transit planning or operations.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above may be considered.

Preferred

1. Public sector, planning or transit Operations.

4. Communication and interpersonal relations with policy makers, elected officials, and general public, etc. sufficient to convey complex information.

5. Designing, organizing and managing planning studies.

6. Technical and persuasive writing and oral presentations.

7. Use of personal computer and software applications for program management.

8. Develop, interpret and implement policies and procedures.

9. Achieving results using a flexible, open approach to problem solving while remaining sensitive to individual and community issues.

10. Building professional relationships with stakeholders, regional partners and internal employees.

Physical Requirements

Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, repetitive motions, carrying.

Sedentary Work: Exerting up to 10 pounds of force occasionally and /or a negligible amount of force frequently or constantly to lift, carry, push pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are requires only occasionally and all other sedentary criteria are met.
