Position Summary
Performs transportation work for the county's transportation service. The work involves the creation, development and implementation of new transportation routes, periodically adjusting existing routes for timing issues, safety issues as well as effectiveness. Assists in the establishment and maintenance of transportation services systems, regulations, policies and procedures. Position has major interaction with the general public both in person and via telephone. Position also coordinates closely with various human services agencies to provide transportation services. Overall goals are set and the worker determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered in the work.

Essential Job Functions
  • Monitors VanGO Public and Specialized routes.

  • Conducts passenger surveys both in person and on the phone.

  • Directs and assists in the installation of bus signs.

  • Plans, develops and implements new routes and makes adjustments to existing routes.

  • Interacts with the public in solving problems. Receives, verifies and seeks solutions to public complaints.

  • Composes and distributes VanGO route schedules, informational signs and fliers.

  • Compiles monthly operational data and statistics.

  • Develops and maintains VanGo’s dialysis and Subscription Service routes.

  • Maintains records of VanGO’s discount ticket and Agency Bucks transactions.

  • Distributes transportation information to the public via telephone, personal contact and or flier distribution.

  • Distributes, collects, reviews and recommends for resolution, VanGo’s Special Service applications. Composes Special Services Application approval and denial letters. Maintains computer and hard copy files of applications.

  • Assists in the creation and implementation of the Annual Operational Plan.

  • Serves as the in-house consultant on ADA matters.

  • Researches and recommends capitol items for future purchase i.e.: bus shelters, GPS systems, video monitoring systems.

  • Responsible for the daily monitoring of VanGo’s vendor for compliance with established rules and procedures.

  • Recommends changes and adjustments to VanGo’s programs and operations.

  • Attends post-crash vehicle accidents and take notes, passenger statements and photographs.

  • Performs related work as required.


Knowledges, Skills, and Abilities (These are pre-employment KSAs that apply only to Essential Job Functions.)

Knowledge of
  • Principles and practices of transportation management as applied to the requirements of the county.

  • PC operations

  • ADA Paratransit Requirements


Ability to
  • Perform technical route development and management work.

  • Manage contractor provided transportation services.

  • Monitor budgets and take appropriate actions when necessary.

  • Assist the public, clientele, and others to utilize services by explaining, instructing and advising them regarding their needs and requests and the services provided.

  • Provide excellent customer service.

  • Multi-task and work in fast paced environment.

  • Communicate effectively orally and in writing.

  • Establish and maintain effective working relationships with others encountered in the workplace.


Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledges, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education:
Bachelor's degree in Business Administration

Experience:
Two years of experience in transit operations.

Licenses or Certificates:
Certified Community Transportation Manager preferred

Certified Safety and Security Officer preferred.

Special Requirements:
Evening and weekend work may be required occasionally.

Physical Demands:
The work is mostly sedentary with periods of light physical activity performed in office surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.

Unusual Demands:
Work is subject to frequent interruptions.
