The City of Visalia is recruiting for Transit Manager. This position is responsible for managing the Visalia Transit Division serving the Visalia urbanized area and contracted rural areas in accordance with regulatory agency requirements and City policy. Visalia’s transit operations and maintenance are provided by a third party contractor.

The City is seeking a proven manager with a Bachelor’s degree in Business Administration, Public Administration, Transportation, or a related field and four (4) years of increasingly responsible experience in public sector management including project/program management, grant or contract administration, procurement, or related field, and three (3) years of supervisory experience. Previous experience in transit management is desirable, but not required.

Examples of job duties include:

• Directs transit facilities and operations providing management oversight and conducting performance reviews to ensure safe operation, maximize productivity, and minimize subsidy.

• Ensures the effectiveness of division staff in performing assigned duties through supervision, training, evaluation and oversight of the selection process.

• Development and implementation of short-range and long-range strategic planning in accordance with regulatory requirements.

• Oversees the public participation process in compliance with applicable regulations, including required public notices and public hearings.

• Prepares analytical reports, staff reports and correspondence including researching and analyzing information and making recommendations for action to be taken.

• Oversees the response to inquiries, complaints, and correspondence from riders and the public, prepares special reports and studies and conducts investigations related to transit operations.

• Serves as project manager for various capital projects including facility maintenance, property acquisition, and new construction.

• Prepares competitive grant applications and develops, recommends and implements alternative funding sources for new and existing programs, capital purchases and projects.

• Oversees the work of Transit management level staff, attending contract/project meetings and providing direction and accountability for the implementation of their work programs.

• Works closely with Finance department to oversee the work of the Transit Financial Analyst responsible for the administration of all Transit Funding including Federal, State and Locals grants and their various compliance and reporting requirements.

• Conducts procurements in compliance with City purchasing procedures and third party contracting regulations including preparation of Request for Proposal bid documents, specifications, selection criteria, evaluation and interviews, negotiation and execution of contracts, and monitoring successful completion.

• Develops, implements and enforces Transit work processes, systems, policies and procedures.

• Oversees with the preparation, monitoring, and forecasting of the division budget.

• Administers various lease agreements and tenant issues for space leased at the Visalia Transit Center to private business, community organizations and other City of Visalia divisions.

• Represents Visalia transit system to federal, state and local agencies, business and community groups, the general public and various task forces and committees for information exchange.

• Researches and attends trainings and conferences on current transit regulations, issues, trends and technology to advise and provide direction to staff as well as recommendations to City administrators.
