Summary:
Under the direct leadership of the Deputy Director of Transportation, the Paratransit Manager is responsible for the daily management of RTA Connect services. They will assist the Deputy Director in developing and executing programs to improve service quality, increase employee productivity, on time performance, and ridership. We seek a forward-thinking professional who can assume effective management of the paratransit operations with the overall responsibility of daily operations in developing a program of safe and continuous improvement of paratransit services.

Essential Functions:
  • Provide direction to operators, dispatchers, coordinators, and supervisors

  • Monitoring ridership and performance; coordinate and oversee daily operator activity and dispatching

  • Respond to personal injury and vehicle accidents and completing on-scene investigations,

  • Knowledgeable in the application of labor agreements, work rules, policies, and procedures

  • Provide timely, reliable, and effective written/oral reports; ensure that paratransit personnel adhere to operating and safety procedures, policies, rules/regulations

  • Ability to analyze a variety of complex administrative problems to make sound recommendations for their solutions

  • Establish and maintain working relationships with other officials, employees, labor and the public; understanding of sound fiscal financial principles

  • Thorough knowledge of the basic laws, ordinances and regulations underlying the transit operation; comprehensive knowledge of Americans with Disabilities Act (ADA)

  • Investigating customer service complaints relative to bus operator actions and take corrective action

  • Prepare documents and participate in union grievance hearings

  • Developing and implementing operator safety awareness programs

  • Other assignments as directed by the Director of Transportation


Supervisory Responsibilities:
Directly supervises daily activities of Paratransit office. This includes Dispatchers, Probationary Employees, Bus Operators, Supervisors, and Coordinators. Carries out supervisory responsibilities in accordance with the GDRTA’s policies and applicable laws.
  • Actively coaches employees to continually meet or exceed in their job performance.

  • Develops team-building and recognition strategies for supervisors and operators.

  • Ensures all employees are aware of RTA's policies and procedures, departmental rules and procedures, and have received proper instructions, orientation, and training.

  • Develops and maintains oversight of the orientation and training of personnel.

  • Meets with employees to discuss the problem and the performance standards that were expected and gained his or her agreement to correct the problem.

  • Conducts performance reviews, and holds employees accountable for performance of their responsibilities.


OTHER FUNCTIONS:
  • Attends any and all required trainings and meetings to keep abreast of authority news and developments.

  • Performs revenue operation and dispatch supervisory duties as needed.


Qualifications

  • A minimum of three to five years of managerial experience in a paratransit environment;

  • Must have a proficient understanding of paratransit scheduling tasks.

  • Demonstrated ability to motivate personnel, communicate effectively, multitask and handle details, meet deadlines, work independently, facilitate cooperative liaisons;

  • Perform essential functions/duties/tasks, respond productively to change; maintain a professional in appearance, punctual, and reliable.

  • You must be able to pass a drug test and a criminal background check.


Education and/or Experience
Bachelor’s degree in Business administration, Transportation or related field and a minimum of three to five years of managerial experience in a paratransit environment or advanced computer skills; and experience with transit software programs (Trapeze); or an equivalent combination of education and experience will be considered.

This is an Exempt position, compensation commensurate with experience.
