POSITION SUMMARY:
Under the immediate supervision of the Manager, Maintenance and Inventory Control the Senior Inventory Buyer is responsible for administering and processing purchase requisitions and analyzing costs for parts, materials and supplies needed to support RTA’s overhead infrastructure system, electric trolley buses, dual mode buses, fare collection system and at times both the diesel and paratransit fleet. Responsibilities also included issuing purchase orders; sourcing materials and services; rectifying invoicing discrepancies and other support functions. Ensures all procurements are in compliance with applicable federal, state and local laws and regulations and RTA procurement policies and procedures.

ESSENTIAL JOB FUNCTIONS:
  • Solicits and analyzes quotes, issues purchase orders, blanket purchase orders and releases for inventoried and non-inventoried parts, materials and supplies purchases related to RTA’s overhead infrastructure system, electric trolley buses, dual mode buses, diesel and paratransit fleets, fare collection system, ensuring price, warranty, availability and delivery are in accordance with all RTA’s needs, requirements, procurement policies and federal and state laws, rules and regulations.

  • Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier’s reputation and history.

  • Reviews quotes from vendors for conformity to work scope specifications and requirements to determine acceptable quotes, reasonable prices and the overall value of the good and/or services.

  • Overseas, tracks and updates parts costs and delivery of overhead infrastructure parts for projects.

  • Handles all aspects and serves as the primary point of contact between internal departments, buyers and in-line provider for RTA’s auctions.

  • Assists user department with the preparation of written detailed technical work scopes, independent cost estimates, and/or product specifications, services, repairs and equipment.

  • Studies usage records and identifies current stock levels to develop strategic purchasing programs that facilitate inventory levels and quality products.

  • Confers with staff, users, and vendors to discuss defective or unacceptable goods or services and determine the disposition of defective material or inadequate services.

  • Monitor shipments to ensure that shipments are on time and that specified goods or services have been delivered.

  • Evaluates, rectifies discrepancies and processes invoices for payment for products or services that have been satisfactorily delivered or performed.

  • Maintain a computerized master vendor database of items purchased, costs, delivery, product performance, service quality and contact information.

  • Provides continuous new vendor sourcing while maintaining effective working relationships to ensure an adequate number of suppliers are available by utilizing catalogs, industry periodicals, directories, trade-journals, and Internet sites, and consult with other department personnel.

  • Attend meetings, trade shows, conferences, conventions and seminars to network with other industry experts.

  • Maintains current knowledge of all laws (local, state and federal) related to the purchasing of goods and services.


SUPERVISORY RESPONSIBILITIES:
This position will assume the responsibilities of the Manager, Maintenance and Inventory Control and Inventory Control Supervisor during any absences as it relates to the inventory and purchasing functions of the department.

EDUCATION AND/OR EXPERIENCE:
Three (3) to five (5) years’ experience in procurement, material management and supervision preferably in the transit industry and working knowledge of federal and state procurement regulations. Bachelor’s Degree in Business Administration, Certified Professional Public Buyer (CPPB) or Certified Professional Purchaser (CPP) desirable.

Compensation commensurate with experience.
