Established in 1976 through a joint powers agreement, Omnitrans has an employee base of 650 and a fleet size of 189 vehicles. Carries approximately 16 million passengers each year throughout its 480-square mile service area, covering 15 cities and portions of the unincorporated areas of San Bernardino County, operated with 40-foot buses and 30-foot buses; deluxe 60-foot articulated CNG vehicles with onboard WiFi, power outlets and bike racks; circulator service; curb-to-curb; special transportation; travel training program of volunteer drivers and finally the Redlands Passenger Rail Project, a nine mile rail project will provide true transportation choice and is projected to begin in 2020. DIRECTOR OF OPERATIONS

Reporting to the Chief Executive Officer, the Director of Operations plans, organizes, coordinates and manages the daily transportation operations by performing the following duties personally or through subordinate supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Effectively plans, organizes, directs, and coordinates the functions and staff activities for area of responsibility.
  • Evaluates, counsels, and directs Operations Department Staff. Provides guidance, assistance, and direction for employee activities and projects. Empowers subordinate managers to lead divisions effectively and efficiently while consulting operations work units. Accounts for variances and implements any necessary corrective action.

  • Develops and executes strategies and resolutions for major financial issues in the annual budget cycles and long-range planning. Oversees the development and recommendations for approval and administration of fiscal budgets; directs and monitors expenditures in accordance with the approved budgets. Recommends ways to enhance operation effectiveness, contain costs, and improve efficiencies.

  • Monitors various performance indicators; analyzes, develops and implements solutions to service performance and personnel problems. Recommends new or revised routes, schedules and levels of service in accordance with the Short Range Transit Plan.

  • Evaluates all functions of operations to ensure compliance with established standards and regulations, efficiency of service delivery, and ensures that expenses are consistent with operating budgets.

  • Guides the agency as a participant in labor negotiations; assists in developing and implementing negotiation strategies; presents and clarifies negotiation issues with executive management. Communicates agency actions to bus operations team members during union campaigns, elections, and work stoppages and implements any activities in accordance with legal and agency mandates.

  • Demonstrates the leadership skills and qualities necessary to inspire and motivate the Department staff to achieve established goals and objectives.


SUPERVISORY RESPONSIBILITIES
Manages subordinate managers who supervise employees. Is responsible for the overall direction, coordination, and evaluation of this unit. Also directly supervises non-supervisory and clerical employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor’s degree (B.A.) from four-year college or university in administration, transportation or related field and four to seven years experience in transit operations, with at least four years of increasingly responsible supervisory experience or any equivalent combination of education and experience.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, employees, clients, customers, and the general public.

MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume.

COMPUTER SKILLS
Must be familiar with current operating systems, software, and programs.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to analyze statistical data accurately, draw sound conclusions and make appropriate decisions or recommendations.

CERTIFICATES, LICENSES, REGISTRATIONS
Possession of or ability to obtain a valid Class A or B California driver’s license with air brake and passenger endorsements and a valid Medical Examiner’s Certificate. A good driving record is required.

OTHER SKILLS AND ABILITIES
Knowledge of transit operations. General knowledge of vehicle design, operation and maintenance. Knowledge of Federal and State public transportation regulations and the Americans with Disabilities Act. Knowledge of accident, complaint and claims investigation procedures. Knowledge of public organizations and their administration. Ability to evaluate the progress of the transit services. Ability to communicate effectively both orally and in writing. Ability to effectively supervise subordinates.
