POSITION PURPOSE:
Position is responsible for overseeing and monitoring of safety and security activities of HART Authority. Responsibilities include regulatory reporting to local, state and federal agencies; updating safety and security plans for bus and rail divisions; overseeing alarm and surveillance systems of HART facilities and in transit vehicles; and investigating accidents and incidents. Position is also responsible for performing annual safety and security reviews; leading in emergency management efforts; staffing Emergency Operations Center during local emergencies; rating accidents and incidents based on Transportation Safety Institute guidelines; overseeing the Authority safety committees and Accident Review Board; managing grant allocations for security functions; serving as the project manager for security projects that are scheduled and serves as the liaison for local first responders (law enforcement and fire rescue) for training and emergency response activities.

ESSENTIAL JOB FUNCTIONS:
  • Reviews all vehicle and personal injury accident reports, databases and related documentation; makes accident prevention determination consistent with contractual provisions; processes required safety training, determinations and initiates Notices of Infraction when needed.

  • Oversees the maintenance of HART’s Operator Accident Tracking Profile and Safe Driving Awards program/database; coordinates the Safety Awards presentation.

  • Prepares and submits monthly, quarterly, annual and other safety reports as required by HART, State and Federal agencies.

  • Maintains and updates all written safety programs, such as HART’s System Safety and Security Program Plans, Hurricane Plan, Emergency Contingency Plan, Occupational Safety and Health Plan, Emergency Response Plan, and OSHA and FDOT regulatory and compliance reporting requirements; keeps informed on current developments of federal and state safety laws likely to affect the agency; ensures compliance with requirements.

  • Notifies management on all aspects of the Authority’s fleet safety as it pertains to field operations, vehicles, facilities, customers and HART personnel.

  • Manages compliance with the FDOT State Safety Oversight Office including Fixed Guideway Program as well as the Triennial Review for bus and rail. Ensures compliance with all safety and security audit requirements.

  • Responsible for safety and security topics contained in Streetcar Bulletins to include review and sign-off.

  • Responsible for incident based reporting requirements to Florida Department of Transportations (FDOT) and the Federal Transit Administration (FTA).

  • Responsible for compilation and documentation of Annual and Monthly Activity Reports to FDOT.

  • Coordinates with CSX Railroad as it pertains to safety and security.

  • Documents ongoing monthly and annual hazard identification, analysis and Corrective Action Plans (CAPS).

  • Attends Streetcar Committee to reinforce safety and security procedures.

  • Performs safety inspections of HART facilities.

  • Performs periodic fire drills to ensure readiness/compliance

  • Schedules training/re-training to ensure employee knowledge/compliance with HART safety, security and training policies and procedures.


SECURITY:
  • Maintains security for all Authority personnel, properties and vehicles through threat and vulnerability assessments, written procedures and required programs such as HART’s System Security Program Plan; monitors all security surveillance equipment, recording and alarm systems at all Authority facilities.

  • Oversees, monitors and communicates daily with HART security service contractor(s); reviews security reports; addresses and resolves concerns/issues; prepares evaluation reports and authorizes invoice payment.

  • Reports on all aspects of vehicle operations and personnel movement at the Authority’s facilities; oversees the Authority’s security polices, and procedures to ensure proper compliance; assists with corrective action for policy violations. Communication and coordination with local, state and federal (to include Department of Homeland Security, Transportations Security Administration, Federal Transit Administration, Hillsborough County Emergency Operations Center) local law enforcement, security and emergency response agencies; coordinates on-going field and table top emergency response drills and exercises with local area law enforcement and emergency response agencies.

  • Supervises and evaluates staff.

  • Responds to public and patron safety and security concerns.


TRAINING:
  • Develops, designs and implements safety and security related training and re-training programs based upon needs and objectives.

  • Evaluates and monitors the effectiveness of new and/or existing safety and security training programs; oversees the performance of informal and formal audits and inspections; studies evaluations from the staff; prepares related reports.

  • Develops safety and security training manuals for all functional areas of the organization.

  • Assists with operational, safety and security systems training for all new hires, to include certification/qualification.

  • Oversees/delivers periodic safety-related training.


MARGINAL FUNCTIONS:
  • Performs other work-related duties as assigned.


REQUIREMENTS:

Education and Experience:
  • Bachelor’s Degree in Transportation, Public Administration, Criminal Justice or related field.

  • Seven (7) years of progressive experience in a transit environment.

  • Five (5) years of Fixed Guideway and/or Rail experience.

  • Five (5) years of Safety and Security leadership, management and supervisory experience.


Machines, Tools, and Equipment Used:
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.


Licenses/Certifications:
  • Ability to obtain a valid Florida driver’s license with 10 business days of hire.

  • TSI Transit Safety and Security Program completion.

  • World Safety Organization Certified Safety Specialist, preferred.

  • Degrees and certifications in safety management and/or criminal justice administration preferred.

Physical Demands/Work Environment:

  • May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting HART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
