Overview:
Under general direction, responsible for technical transit related projects which may include system development, transition, or enhancements to existing or new transit software systems. Provides expertise in the role of supporting and administering the transit applications. Researches commercially available technology solutions within the public transit industry. Plans, executes, and finalizes projects according to deadlines and within budget. Assures third-party contractors or consultants comply with technical specifications and deliver projects according to plan.

This is an exempt position in Salary Grade S: Min $83,241.60 Mid $102,648.00 Max $122,033.60 per year. The starting salary will be within this range based on qualifications.

Responsibilities:

  • Administers transit systems and acts as technical liaison between the transit domain expert and the transit system s vendor. Learns and builds proficiency in the use of the system, configuration, and reporting tools with key staff.

  • Analyzes technical problems and business needs relating to computer solutions and identifies and oversees solution development.

  • Assists in installing, upgrading, and maintaining transit systems.

  • Assists in defining the vision for future transit technologies through extensive research within the entire public transit industry.

  • Analyzes transit software processes, reporting requirements and technical functionality within the transit systems to develop recommendations and implement improvements to policies, procedures, and practices.

  • Ensures goals and deliverables support transit technical system objectives. Develops project plans and associated communication documents. Tracks project milestones and deliverables against contractual requirements.

  • Develops and delivers scopes of work, requirements documentation, and presentations for transit operations and maintenance system projects such as radio communications, fuel measurement systems, or coach operator scheduling and bidding systems. Analyzes system features and assures enhancements or replacement system results meet project requirements, troubleshoots problem areas and provides resolution.

  • Communicates project expectations to other transit personnel to ensure alignment with requirements as well as potential benefits. Advises project stakeholders on an ongoing basis of project status to secure timely approvals and signoffs.

  • Negotiates with managers for the allocation of required personnel to support system development and maintenance of technical system projects.

  • Identifies potential issues and possible changes in project scope. Manages required changes, and devises and implements alternative plans in conjunction with stakeholders.

  • Assures project team members and contractors are accountable and that assigned deliverables are complete and timely.


Qualifications:
Any combination of education and experience equivalent to a bachelor's degree in business administration, computer science, or engineering with a minimum of approximately five years professional level management of information system projects. An advanced degree is preferred. Knowledge of software, hardware, and communications systems used in transit operations for in-vehicle and backend systems such as scheduling, passenger counting, voice annunciation, voice and data radio, automatic vehicle locations, fluid management, and computer aided dispatching software is desired. Project Management Professional Certification is preferred.

Knowledge of:
  • Systems development, techniques, and documentation requirements.

  • Technology advances in both the computer industry and the public transit industry.

  • Transit technologies, including radio communications, fare payment (including fareboxes and mobile payment applications), fleet management, fuel management, and on-board video surveillance systems.

  • Principles and practices of project management, budget preparation, administration, and cost control.

  • Contract procurement principles, administration, negotiations, policies and procedures.

  • Industry practices regarding transit technical projects and programs.


Ability to:

  • Analyze situations, identify problems, implement solutions and evaluate outcomes regarding project objectives.
