The City of DeKalb, Illinois is a direct recipient grantee of Federal Transit Administration (FTA) Section 5307 and Illinois Department of Transportation (IDOT) Downstate Operating Assistance Program (DOAP) funds. As a designated urban transportation provider, the City receives direct FTA and IDOT DOAP funding to support the position. The City and Northern Illinois University (NIU) are in the process of consolidating their two, separate transit systems to a unified, single transit system, serving the DeKalb-Sycamore region and NIU. The Transit Manager is a new full-time position created to manage the consolidated bus system. The position will monitor, develop, and improve the new coordinated system with two contract operators.

The Transit Manager performs a variety of professional, technical, management, and administrative duties in support of the urban transit program. These duties include promoting best practices, creating policies and procedures, and overseeing all transit development and transit operations. The Transit Manager is the primary point of contact for all passengers and regulatory agencies and is expected to stimulate additional transit demand. The Transit Manager develops budget options for the primary local governmental funding agencies and NIU and provides guidance for future transit growth. The position works within broad policy and organizational guidelines, and reports progress of major activities through periodic conferences and meetings. Work requires the exercise of discretion in performing daily activities based on a complete knowledge of state and federal urban transit policies, procedures, and regulations.

A strategic approach to transit development and a vision of the future is required for this position. The manager must consistently demonstrate the ability to work with the local funders to resolve differences and produce a system that meets the requirements and expectations of the funding bodies. An Intergovernmental Agreement (IGA) between Northern Illinois University (NIU) and the City will be reviewed each year and changes to satisfy all concerned will be negotiated by the Transit Manager. Additional local government agencies may also develop additional IGA’s with the City. If a Mass Transit District (MTD) is developed in the future, the Transit Manager will provide guidance to the interested government agencies in the creation of a MTD.

The position of Transit Manager is assigned to the Engineering and Transportation Division of the Public Works Department and reports to the Public Works Director. The Transit Manager is a full-time position requiring attendance at meetings outside of regular business hours including weekends. This position will collaborate regularly with City staff, elected officials, committee members, social service agencies and the community at large. The Transit Manager works in an office environment with some fieldwork. This position routinely handles highly sensitive and/or confidential information, and will represent the City, the Metropolitan Planning Organization (MPO) and its member jurisdictions in a variety of capacities. The Manager works extensively with NIU departments and organizations with transit needs. The Transit Manager supervises and collaborates with the Transit Grants Administrator and the Transportation Planner. On some projects, the Transit Manager will lead the team while on other projects will operate in a supportive role.

The starting salary for the position is $101,500 commensurate with knowledge, skills and experience.
