The Director of Service Development is responsible for overseeing the Service Planning and Scheduling of the Hillsborough Area Regional Transit (HART) Operations. Responsibilities include acting as the development specialist for system wide transit services of new and proposed services; developing detailed long and short range service plans; monitoring, evaluating, and reporting performance in transit service delivery; supervising ridership and service data collections and reporting to the National Transit Database (NTD); developing an annual divisional budget and providing key operating statistics for the development of the annual budget; overseeing the development of a minimum of three annual schedules and run cuts; and supervising the planning and scheduling staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinates planning activities with local short and long range plans including HART annual Transit Development Program update, MPO Long-Range Transit Plan (LRTP), regional transit plans, and planning activities. Attends meetings, serves on committees, and makes presentations as needed; conducts MPO Board and advisory committee meetings; presents alternative transportation modes to other governmental entities, community groups, and other organizations; attends regional/state meetings relating to traffic and alternative transportation issues. Participates with FDOT, MPO and peer transit agencies in coordinating and planning on county and regional initiatives.

  • Manages the service-planning process with other HART departments; develops, at a minimum, three service plans per year including scheduling (public and staffing levels); coordinates activities with other divisions/departments.

  • Manages and supervises activities and work assignments for subordinate staff. Meets daily with various staff to monitor progress, offer advice and direction, assure task and task progress is consistent with HART plans, goals, objectives, and Key Performance Indicators and ensure staff has tools to succeed in tasks.

  • Provides, where fiscally feasible, opportunities for subordinate success including training and the provision of equipment including software. Oversees division evaluation reviews at mid-year and year-end.

  • Works with the HART Tech and Innovation Division on Intelligent Transportation Systems (ITS) programs. Assists Tech and Innovation in the development of a 5 year ITS Master Plan and annual plan updates.

  • Manages National Transit Database ridership and operating statistical compilation and reporting for all HART modes; bus including Flex, paratransit, and streetcar. Works with independent outside auditor on certification of annual NTD submission. Provides monthly and annual NTD reports. Oversees data collection and reporting of HART automatic passenger counters (APC) operating on HART vehicles.

  • Develops cost/revenue/ridership detail and service information on new and existing services. Manages trend review and analysis process. Including alternative transportation models.

  • Determines via HART policy if service changes require Title VI analysis. Provides or supervises provision of Title VI analysis for service and fare changes. Works with HART EEO in the submission to the Federal Transit Administration recertification of HART’s Title VI program.

  • Supervises subordinate staff in the provision of Geographic Information System (GIS) mapping and data. Supervises coordination of GIS into HART planning, public information, use in the TBEST modeling tool.

  • Conducts planning studies internally or with consultants in order to attain the Authority’s short and long-range goals; monitors the Authority’s overall goals, objectives and long-term plans.

  • Make route enhancement recommendations based on ridership demands, geographical demands available funding

  • Works with the Chief Operating Officer in assignments toward preparation of the Authority’s transit development plan, including coordination of several sections, providing a status report on regional and local planning for transit, and a status report on Authority initiatives.

  • Responsible for published reporting on transit performance, ensures consistency and accuracy of all performance data. This includes monthly Board reports, reports to the National Transit Database and the American Public Transit Association, and annual reports to the Metropolitan Planning Organization and other local governments. Posts ridership reports on HART website and maintains records of historic ridership and performance data.

  • Manages the preparation of service and ridership data and projections for use in the Authority’s budget preparation and development process.

  • Track and evaluate key performance indicators to include route on time performance, ridership, cost of service and service trends.

  • Performs other work-related duties as assigned.


MINIMUM QUALIFICATIONS:

Education and Experience:
  • Graduate Degree in Public Administration, Transit Planning, Urban Planning, Business Administration or related field required.

  • Seven (7) years of related experience.


Machines, Tools, and Equipment Used:
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for data entry, word processing, accounting purposes, and/or highly technical applications, such as GIS and/or CAD.


Licenses/Certifications:
  • Must be able to obtain a valid Florida Driver’s License within 10 days of hire.

  • Transportation knowledge including fixed route and Paratransit public transit and experience in the planning thereof.

  • Knowledge of Federal Transit Administration and Florida Department of Transportation reporting requirements.

  • Knowledge of Federal, State and Local policies regarding transit activities.

  • Knowledge of urban development, land use and socioeconomic indicators as they relate to mass transit.

  • Knowledge of rules, regulations, procedures and functions of the Authority.

  • Knowledge of standard office practices, procedures and equipment.

  • Knowledge of fixed route and paratransit standards and practices.

  • Work is performed in a standard office environment. Incumbent may sometime be located in an outdoor, street, community, or shop environment.
