The Director of Operations at BCRTA is a hands-on position that requires dedication, motivation and passion for the industry. The ideal candidate will enjoy working in and out of the office and understanding what their employees do on a day-to-day basis. Patience, coaching and employee growth are essential capabilities for this position. The Director of Operations must be an engaged, empathetic and consistent employee manager. In addition, the Director must embrace and have a thorough understanding of new and old transit tech including fare collection systems, real time AVL, databases and other advanced systems. The selected candidate will also have a keen eye for detail, data analysis and consistency. Must be a "self starter."

Position Purpose and Objectives
The Director of Operations oversees all transportation services provided by the BCRTA: fixed route, demand response, special services, brokerage or other contract services. Employing the principles of transit operations and applying the best practices of the transit industry and BCRTA-specific policies and practices, this position works with the management team to assure efficient, effective, and high quality service while operating within budget and promoting a professional and safe working environment for all employees. Acts in the absence of the Director of Demand Operations.

Essential Job Functions

  • Supervises and coordinates the activities of the operations managers, supervisors, schedulers/dispatchers, bus operators, and all other operations personnel.
  • Assures that BCRTA policy and procedures on service operations are up-to-date, are communicated to all operations personnel, and are administered consistently and effectively.
  • Assures the efficient and effective operations of BCRTA fixed route scheduling/dispatching, runcutting, and the effective use of the BCRTA fixed route scheduling software.
  • Monitors the performance of the operations department relative to service standards, target performance metrics, and overall service quality to meet organizational and departmental goals. Leads the management team as requested in the development or implementation of new services or problem solving situations.
  • Works with the maintenance manager to assure vehicle availability and reliability to meet operational goals.

  • Administers the BCRTA personnel procedures relative to operations employees. Works with the HR Department to execute the BCRTA Drug and Alcohol Testing Program for safety-sensitive personnel.

  • Works with the BCRTA Insurance Pool to effectively manage organizational risk by promoting a safe working environment and service operations, and assures that all accident/incident procedures are communicated and effectively administered.

  • Interacts with outside agencies i.e., police department, community groups, etc. to promote and contract purchases of the BCRTA services.

  • Prepares and maintains statistical data and develops related reports to address various informational needs, including required federal and state reporting.

  • Investigates and responds to complaints from user groups, staff and community sources. Executes recommendations as required.

  • Designs, plans, and implements new services or activities to be offered by the BCRTA. Evaluates existing services and recommends service adjustments to meet target service standards and performance metrics.

  • Develops and administers new operating procedures within the operations department as needed to improve quality and efficiency of operations.

  • Oversees departmental management personnel activities related to hiring, compensation, and benefits, evaluations, development and training and employee relations to promote consistent departmental team building; coordinates activities with executive director, finance manager, and BCRTA attorney to assure legal and BCRTA policy and procedures compliance.

  • Oversees training and onboarding of all new operations employees and the training program. Commits extensive time to staff development and coaching.

  • Attends meetings on Executive Director’s behalf or performs other duties as requested by the Executive Director.

  • Works with the management team to support other departments when necessary, e.g., maintenance, finance, and administrative issues.

  • Oversees all transit operations, including day-to-day operations and strategic planning. Ensures ADA compliance of all services including certification services.

  • Cooperates with the finance department to ensure accurate reporting of operational data. Maintains a working relationship with all operational stakeholders, including but not limited to Miami University, the City of Middletown, and other partners.

  • Participates and attends training seminars to maintain up-to-date knowledge within the profession.

  • Maintains composure, tact, and diplomacy at all times to represent BCRTA positively inside and outside the organization.

REQUIREMENTS
Physical & Visual Activities: Constant period of hearing, near and far acuity, depth perception, color vision. Frequent periods of speaking and sitting. Occasional periods of standing, squatting, walking, kneeling, reaching and twisting.

ENVIRONMENTAL/ATMOSPHERIC CONDITIONS
Occasional exposure to exhaust fumes. Usual office environment.

EDUCATION
Completion of a 4 year degree or combination of 2 year degree and comparable experience. Coursework in business, statistics and accounting preferred.

EXPERIENCE
Five to ten years progressive experience in operations and management of a passenger transportation organization. Federally-funded agencies preferred.
