POSITION PURPOSE
This is a highly responsible managerial, technical, administrative and customer service work of a critical nature. The Superintendent of Operations will be responsible for proper direction, coordination and administration of the Corporation’s Transportation (Fixed Route and Bus Rapid Transit services) department. In addition to direct oversight of the Transportation Department this position will provide a high level of oversight of the entire Fleet Services Department to include; Fleet Inventory Control and Vehicle Maintenance. This position reports directly to Vice President of Operations & Chief Operating Officer

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS
  • Recommends and enforces operational policies and practices to ensure safe, reliable and efficient delivery of service.

  • Directs, oversees and monitors all Transportation and Fleet Services departmental activities.

  • Responsible for maintaining optimal service delivery performance (inclusive of customer service) for assigned area of responsibilities; and for identifying and resolving potential service issues.

  • Implement service improvement with consensus of IPTC departments and IPTC leadership.

  • Oversee the successful development and implementation of operational transportation strategies that are aligned with the IPTC Service Standards and based on the Marion County Transit Plan.

  • Actively promotes effective and improved management/labor communications within the Operations Division.

  • Maintains effective labor relations through prudent and equitable contract administration; oversee the adjudication of grievances and complaints in a timely, consistent and fair manner in accordance with bargaining agreement provisions and IPTC employment policies; Participates and represents the Fleet Services department in the grievance process.

  • Oversee the development and implementation of preventive and predictive maintenance programs that contribute to the safety, cleanliness and reliability of the Corporation’s fleet maintenance equipment and rolling stock.

  • Coordinate the programs and activities of the fleet inventory control and fleet maintenance.

  • Oversee ongoing monitoring and evaluation of IPTC fleet reliability and effectiveness to improve distance between equipment failures and to improve on-time performance.

  • Assumes a leadership role in the development of a maintenance plan and philosophy for the maintenance department to improve work planning, practice and performance; this includes working closely with the maintenance and IPTC training teams as well as the IPTC Human Resources team to continually develop, implement and modify a comprehensive maintenance training program.

  • Identifies the short and long-term equipment and rolling stock needs of the Corporation to meet levels and quality of service; establishes goals and standards to improve efficiency and productivity.

  • Directs and monitors all capital and operating budget activities of the Fleet Services department.

  • Works closely with the Vice President of Operations & Chief Operating Officer to develop innovative and progressive technological ideas to improve Transportation and Fleet Services operations, and increase and promote teamwork.

  • Accountable for safety in assigned area.


OTHER FUNCTIONS
  • Assists in the preparation and maintenance of the Corporation’s Capital Improvement Program.

  • Helps promote IPTC as the leading voice in public transportation issues in the community.

  • Attends and participates in board meetings.

  • Performs other duties as assigned.


SUPERVISORY RESPONSIBILITIES
  • Directly supervises one or more employees.

  • Applies supervisory responsibilities according to organizational policies and applicable laws.

  • Interviews, hires, and trains employees; plans, schedules, assigns, and directs work; evaluates and manages employee performance; addresses complaints and resolves employee issues.


EDUCATION AND/OR EXPERIENCE
To perform this job successfully, an individual must have the following education and/or experience.
  • Bachelor’s degree with coursework in Business, Transportation Planning or related field required; Master’s degree in related field preferred.

  • A minimum of five (5) years of progressively responsible diversified experience in all facets of bus operations and administrative work required.

  • A minimum of three (3) years of increasingly responsible experience in a lead management role over bus operation activities that demonstrate the ability to plan, coordinate, and supervised/manage a major bus operations function is required.

  • Management experience working with and within in a union environment/collective bargaining environment highly preferred.

  • Valid Indiana driver’s license required.


KNOWLEDGE, SKILLS, AND ABILITIES

  • Advanced knowledge and experience in transportation systems and/or operations

  • Advanced knowledge of vehicle maintenance including installation, maintenance, repair of relevant equipment.

  • Knowledge of labor relations and contract negotiations.

  • Extensive latitude for independent judgement and action within established guidelines (corporate, contractual and/or regulatory) to manage assigned area of responsibilities.

  • Proficiency using a computer and related technology including, Microsoft Office, the internet, and complex programs and databases related to fleet inventory control and maintenance.

  • Financial & accounting skills necessary for preparation, monitoring and tracking of annual budget.

  • Strong written and verbal communication skills; strong listening skills.

  • Ability to communicate effectively, both orally and written, with individuals and groups (internal and external constituents and agencies).

  • Above average decision-making abilities in a time sensitive environment.

  • Ability to prioritize, organize, and manage tasks and time effectively; flexibility and adaptability are required.

  • Ability to operate laptops, tablets and two-way communication devices, office equipment, including copiers, fax machines and phones; including basic troubleshooting techniques.


PHYSICAL DEMANDS

  • Requires frequent exposure to heavy machinery/equipment, excessive noise, extreme temperatures, fumes/odors; some hazardous materials, and dirt/dust.

  • Local travel is required evening and weekend travel is required occasionally.
