Windham Region Transit District (WRTD) and the University of Connecticut (UConn) are seeking a highly motivated, independent individual to fill the role of Shared Transportation Planner. This position is responsible for working cooperatively with WRTD and UConn to provide comprehensive planning support; in order to complete near and long range multi-modal transportation goals.

WRTD provides public transportation in the Windham Region (inclusive of nine (9) towns), with extension down to Norwich. The Windham Region is served by four (4) different services: Fixed Route, Commuter Bus, ADA Paratransit and Dial-A-Ride. UConn Transportation Services provide fixed route, charter, and off-campus shuttle services to their Storrs Campus Students.

Responsibilities include:

• Assessing, planning and implementing transportation and transit initiatives, inclusive of route analysis and development

• Assessing environmental impacts related to projects initiated at the university, regional, agency, and enterprise levels

• Overseeing the work of consultants retained to work on transportation projects

• Drafting a plan for shared maintenance facilities and staff

• Coordinating the public involvement process for WRTD and UConn Transportation including staging public appearances and announcements, organizing public meetings, giving presentations, and educating the public concerning transportation issues

• Serving as a liaison for WRTD and UConn Transportation with the business community, citizen groups, Connecticut Department of Transportation (CTDOT), Capital Region Council of Governments (CRCOG), Southeastern Council of Governments (SCCOG), Northeast Council of Governments (NECOG), and other state and local agencies

• Advocating for effective coordination between state and local agencies

• Coordinating the development of a Special Events Plan for the Tolland/Mansfield/Windham area

• Developing strategies to utilize federal and state funds (capital and operating) to the fullest extent possible

• Assuring compliance with Federal Transit Administration (FTA) regulations

• Planning, developing, and implementing various public outreach and marketing programs including transportation demand management (TDM) and trip reduction programs

• Researching and resolving complaints and problems; developing and analyzing customer surveys to determine customer satisfaction; developing methods of operation to meet public demand for service

• Performing related duties, as required

• Ability to work nights and weekends when necessary

Knowledge of:

• Methods, practices, and procedures involved in transit planning

• Transit equipment and relevant technologies

• Environmental Justice/Title VI

• Transit ridership survey development and data analysis

• Marketing concepts including social media engagement

• Computer programs (word processing, spreadsheets, database, Geographic Information Systems (GIS))

• Project Management

• Grants Management

Minimum Qualifications:

• Bachelor’s Degree in Public or Business Administration, Transportation Planning, Urban Planning or related field

• Five (5) years of transportation and land use planning, transit planning or relevant experience

• Excellent communication, organizational and analytical skills a must, as well as the ability to prepare clear and concise reports

• Ability to foster effective working relationships with colleagues and stakeholders

• Proficiency in GIS, database, graphic and desktop publishing and business software

• Experience with interacting with citizen groups, elected officials and high level administrators

Preferred Skills:

• Master’s degree in Public or Business Administration, Transportation Planning, Urban Planning, Engineering or related field

• Transportation Planning experience in the State Department of Transportation or University environment as well as experience with transit system planning and operations, Transportation Demand Management (TDM), Trip Reduction Strategies (TRS); and urban and site design skills as they relate to transportation, access, circulation, and parking

• AICP certification from the American Planning Association (APA)

Travel is required for this position.

Compensation ranges between $72,000 - $82,000 , commensurate with experience.
