As our all-new Assistant Manager of Bus and Rail Operations (Rules, Procedures, & Instructions) you will maintain and update critical standard operating procedures (SOPs) for our Operations employee base. You will develop a variety of new and creative communication strategies to current TriMet employees, informing them of SOP changes, while also assisting with the supervision, hiring, and training of our bus and rail operators. You will also be partnering with and leading your staff to improve our service to customers through programs that support our continuous improvement efforts. This isn't just a desk job though! You will be expected to be in the field with our operators and other front-line staff, observing how SOP updates affect our employees and our customers, and also coordinating a variety of projects and researching public information requests.

Essential Functions

  • Provide direct supervision and effective leadership for any direct reports including oversight of hiring, training and shift scheduling. Evaluate and monitor individual performance. Provide individual coaching, mentoring and counseling.
  • Ensure all staff certifications are current.
  • Assist with the development and oversight of department policies, operating rules, procedures, instructions, communication protocols, business processes, training and staff, including setting goals and performance objectives for work groups and individuals, evaluating and adjusting, as needed, to achieve the desired results.
  • Assist with the development implementation, and communication of policies, operating rules, procedures, and instructions for Control Center, Field Operations, and Transportation.
  • Support the process to challenge, review and enhance operational standards and work practices, identifying opportunities to improve safety.
  • Develop and publish instructions for modifications/changes to policies, operating rules, procedures, and instructions.
  • Oversee the regular review of operating rules, procedures, and instructions to ensure compliance with all applicable federal, state, and local laws and regulations.
  • Ensure regulatory compliance with federal, state and local regulations and laws. Keep current with proposed and new regulations.
  • Provide leadership to the operational team and provide employees clear communication and direction in regards to TriMet's goals and objectives. Collaborate, develop, recommend, communicate and evaluate new or revised policies, programs and procedures that impact operations and support of agency goals.
  • Support the development and implementation of annual goals and budget that support and align with the TriMet business plan. Help establish clear goals, targets, strategic actions and scorecards. Monitor budget expenditures, measure performance goals and recognize achievements.
  • Responsible for performance management of any staff and any associated employee or labor relations issues, including training and development, corrective actions, work improvement plans or disciplinary action as required, up to and including termination. Provide coaching, counseling and feedback to employees.
  • Actively promote and support diversity in the workplace through staffing, promotions, training and career development.
**This position may be required to work in any of the following functions: Bus and Rail Operations (OCC), Bus and Rail Operations (Field Operations), Bus Operations (Transportation), Rail Operations (Transportation) depending on business needs and/or career growth and development.**

Minimum Qualifications

  • Bachelor's degree in Public Administration, Transportation/Logistics, Urban Planning, Technical Writing, or a related discipline.
  • Minimum 10 total years of work experience, with experience in the management of bus or rail operations with 3 years in a supervisory role in one of the following areas: Control Center, Field Operations, Transportation, and/or training Development.
  • Intermediate skills with Word, Excel, Outlook, database applications, and other software application.
  • Must posses valid Class C drivers license, and have the ability to obtain a Class B Commercial Driver's License with passenger endorsement and without airbrake restriction.

Preferred Qualifications

  • Formal Project Management skills or experience with a strong emphasis on communication, leadership and critical thinking.
  • Experience working in fast-paced environments.
  • Experience and proven ability meeting targets and deadlines.
  • Eagerness to expand knowledge base, explore new ways of doing things, and share new information with others.
