DEFINITION This position, under the general direction from the Chief Operations Officer-Transit Planning & Bus Operations conducts quality assurance inspections of NCTD’s BREEZE, LIFT, and FLEX contract maintenance providers to include; but not limited to revenue vehicles, non-revenue vehicles, and support equipment and systems. The position conducts quality assurance activities including maintenance and repair inspection, audit of maintenance records, and supplier compliance. This position identifies quality problems and issues corrective actions via NCTD’s safety database, analyzes data from business systems and provides timely and detailed reports. This position also assists in providing support associated with the management of daily operations to include emergency response, service interruptions, and special events for all of NCTD’s operational activities. Distinguishing Characteristics This position is distinguished by the high level of technical expertise required to provide contractor oversight/quality assurance along with strong knowledge, skills, and abilities to support participation in the evaluation and planning for the mechanical needs NCTD’s rolling stocks to include, revenue, non-revenue, and support equipment and systems. This position is highly technical and requires the ability to utilize data systems, analyze data, and develop written reports. This position is designated as Safety-Sensitive under NCTD authority (non-DOT) and will participate in a random testing pool under those guidelines.

Supervision Received and Exercised This position reports to the Chief Operations Officer-Transit Planning and Bus Operations. S/he has no supervisory authority, but will provide oversight to District bus mechanical services and maintenance contractors. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

EXAMPLES OF DUTIES

Essential Functions Duties may include, but are not limited to, the following: • Ensure that the NCTD’s Bus Operations fleet is safety maintained and in compliance with DOT and FTA regulations, NCTD’s Asset Management Plan, and NCTD’s Fleet Management and Maintenance Program requirements. • Analyze trends and performance through use of data systems and other technologies to support the development of performance reports that support improved efficiencies and effectiveness. • Utilize in-depth knowledge of vehicle construction, configuration, best practice maintenance methods and regulatory requirements to review and evaluate the effectiveness of maintenance and capital replacement programs. • Evaluate contractor rolling stock maintenance programs for compliance contractual requirements and all applicable regulations. • Evaluate contractor to verify it has established and adheres to preventative maintenance programs. • Establish equipment reliability goals and projection. • Provide routine and special equipment performance reporting as required. • Collaborate with bus equipment suppliers to identify and resolve any technical problems affecting equipment safety, maintainability, and reliability. • Represent the District’s interest when necessary on any issues that involve warranty. • Participate in the development of the annual capital improvement program to include capital program planning, budgetary estimates, and procurement information. • Review and evaluate contractor recommended capital requirements. • Apply hands-on vehicle troubleshooting skills that include set-up of diagnostic tests, data collection, and analysis. • Prepare or review/approve specifications for procurement of rail rolling stock, components, consumables, overhaul services, and support equipment. • Develop or review/approve electrical or mechanical modifications, including development of bills of material and work process procedures. • Respond to emergency or unusual occurrences such as accidents and other service disruptions to minimize the recovery time and provide support to customers and first responders. • Manage and oversee configuration control programs and or projects. • Develop or assist in the development of plans, procedures, manuals, and policies. • Perform other related duties as assigned.

QUALIFICATIONS

Education/Experience • Bachelor’s Degree in related field required and or; • Minimum 10 years directly relevant experience in a bus transit, passenger railroad, rail transit or public transit operating environment required, as per below: o In-depth technical knowledge of public transit bus vehicle construction and design including; engines, transmissions, chassis, fuel systems, PLC systems and suspension systems. o Detailed knowledge of comprehensive maintenance programs, procedures, policies and technical knowledge of transit buses. o Technical knowledge of control systems, electrical power, drive train and air systems. o Technical knowledge of microprocessor controls, mechanical sub-systems such as door system and climate control system design, operation and maintenance.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses • Possess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years. • Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics.

General Requirements • Significant knowledge of regulations that govern transit buses and commercial vehicles in California. • Practical knowledge of vehicle maintenance planning and shop operations. • Practical knowledge of vehicle shop equipment and work methods. • Detailed understanding of contract administration, procurement processes, and the commercial relationships between suppliers and purchasers. • Able to create and maintain good working relationships through excellent communication and teambuilding skills including the ability to engage successfully with both internal and external contacts and the public. • Good communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports. • Strong analytical and critical thinking skills with the ability to gather, organize, analyze and present data to appropriate sources. Demonstrated use of sound judgment in execution of duties. • Must be able to manage and maintain simultaneous, transitional, and emerging priorities. • Demonstrated proficiency in computer software programs including the Microsoft Office Suite. • Able to respond in-person to system emergencies and system problems on any shift and under any weather or time-of-day circumstances. The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds on a daily basis. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.

Machines / Tools / Equipment • Ability to operate a personal computer and Microsoft Office Suite programs. • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. • Ability to carry and operate a mobile on-call device.
