EDUCATION and/or EXPERIENCE

The successful candidate must have a Bachelor’s degree in Business or Engineering and six years of experience in transportation operations At least three years of the experience must be in a control center environment. Preferably, five years of the experience would be in a supervisory capacity in Rail Transportation. Must have knowledge of rail operations procedures, rolling stock equipment, work equipment, information and signal systems, emergency and safety procedures, and car maintenance and service requirements. Must have knowledge of the operations of Control Center consoles, including train control. Must have extensive knowledge of the operating characteristics of traction power and train control equipment. Experience working in a union environment required. In lieu of a degree, the candidate may substitute a minimum of four years of experience in rail operations in a supervisory or management position such as Superintendent of a Control Center environment, Superintendent of Rail Line, or General Superintendent of Rail Line, or have managed projects involving rail or rail services.

SUMMARY

The General Superintendent - Control Center manages day-to-day functions of the Rail Services Control Center (RSCC), including monitoring and control of train movement and system functionality, removal and restoration of traction power, and monitoring of auxiliary electrical equipment. Manages all aspects of system safety and the safe guard of Authority property. Coordinates emergency procedures affecting the Authority’s life safety systems such as ventilation fans and station lighting. Also coordinates evacuation scenarios from the wayside, stations, and trains. Must be available on a 24 hour basis to assume command of the RSCC during emergencies and major incidents. Coordinates and implements the Authority-wide Inclement Weather Program. Participates in the development of technical specifications and plans for RSCC operations, transportation operations, and programs for the repair and rehabilitation of existing equipment and facilities. Makes highly technical decisions regarding RSCC office tools, including Train Control Transportation Management, Supervisory and Control Management, Operating and Reporting Information Systems, and FA Suites systems. Develops policies and procedures regarding safety sensitive operations. Monitors key performance indicators and prepares daily reports on service results.
