The Department of Rail & Public Transportation is seeking a qualified candidate to serve as the planner and project manager for DRPT transit planning projects, performance data, Geographic Information Systems, Intelligent Transportation Systems (ITS), as assigned in an integrated, multimodal capacity. This position will coordinate with the Office of Intermodal Planning and Investment and VDOT, as well as other relevant federal, state and local agencies, regional planning bodies, stakeholder groups, and private entities. Types of projects/project elements may include leading and conducting corridor-specific and/or regional planning studies, transit development plans, feasibility studies, statewide transportation planning, alternatives analysis, and environmental studies.

Responsibilities include participating in federal and state transportation legislation review and development of advocacy positions; serving as subject matter resource for DRPT responses and position papers as assigned by the Transit Planning and Project Development Manager; serving as primary contact for Metropolitan Planning Organizations (MPOs), as assigned by the Transit Planning and Project Development Manager; assist Transit Planning and Project Development Manager as a point of contact for transit-related transportation projects led by other agencies, including VDOT, MPOs, transit operators, Virginia localities, and others. As support for the Transit Planning and Project Development Manager, this position will interact with diverse constituencies including General Assembly members, Commonwealth Transportation Board members, government officials, agency partners, stakeholders, and the public. Assist Transit Planning and Project Development Manager with activities associated with development, management, and implementation of state plans, including DRPT’s Statewide Transit and TDM Plan, the Multimodal Surface Transportation Plan and VTRANS. As projects develop, integrate projects into other related statewide and national planning efforts, including DRPT’s Statewide Transit Plan, the Multimodal Transportation Plan, VTRANS, and relevant national plans. Coordinate with appropriate stakeholders, including surrounding states, transit operators, advocacy groups, associations, local/state/federal agencies, MPOs, legislators, etc. This posting may be used to fill multiple positions.

Minimum Qualifications:
  • Knowledge of transportation planning rules and procedures.

  • Knowledge of federal, state, and/or local grant programs and policies.

  • Ability to multitask, conduct and manage a range of diverse transit planning projects. Conduct GIS analysis, create maps, collect and interpret performance data, collaborate with transit agencies in implementing performance data collection technology.

  • Ability to evaluate and assess issues, interpret laws and regulations and communicate findings verbally and in writing to others.

  • Ability to conduct studies including manage consultants, lead working groups, public speaking, and advising technical and policy groups to formulate and implement recommendations.

  • Ability to maintain clear communications and good rapport with diverse groups and individuals.

  • Skill in operating a personal computer and skill with or ability to rapidly acquire proficiency with the following software: Microsoft Outlook, Microsoft Office (PowerPoint, Word, Excel), Microsoft Project, Internet Explorer, Adobe Acrobat, and ArcGIS.


Preferred Qualifications:
  • College degree in urban planning, transportation planning, public administration or any related field. Masters degree preferred.
