POSITION SUMMARY
Performs highly responsible administrative, professional, and supervisory work for managing Design Consultants, Construction Contractors, COTA's Capital Planning Process, Bus Stop Compliance Program complying with American Disability Act and Department of Justice regulations, Design Reviews for Municipality Projects, and updates and maintains COTA Development Guidelines. Responsibility for the overall leadership and management of day to day management of capital project area including special project assignments. Coordinates assigned activities with other divisions, departments and outside agencies. Responsible for the development and execution of strategic plans to achieve COTA’s goals as they relate to capital project initiatives within the division. Ensures that projects are tracked by completing monthly reports, tracking budgets, developing project schedules, change order management, invoice approval and tracking, stakeholder coordination and presentations at public forums.

POSITION RESPONSIBILITIES
  • Oversee the administration of Capital and Special Projects for the design, construction, and renovation of Transit Centers, Park and Ride Facilities, New Starts Projects, such as Bus Rapid Transit, Streetcar, or Light Rail projects from preliminary engineering through construction. Oversees Consultants and Contractors performing work in association with these various types of projects cited above and works closely with stakeholders from conception phase through final completion. Scope often will include developing the technical portion of the Request for Proposals and participation in the selection process and/or developing Request for Bids and reviewing bid proposals and prices for fair and reasonable costs;

  • Provides leadership and guidance in overseeing and updates COTA's Planning and Development Guidelines for Public Transit and works with developers and municipalities on Transit Oriented Development. Ensure that reviews are completed and comments consistent with COTA’s Design Guide on plan submissions to COTA by local municipalities. Seeks to engage and encourage communities in participating in infrastructure cost for transit amenities. Oversees the implementation of new bus stops and shelters and develops and reviews plan for compliance with the ADA laws and COTA's development criteria;

  • Oversee the management of the Capital Project Planning Process and approves AFE requests for Division. Provides leadership for development of the capital planning process for the Authority annually and maintains up-to-date status for Authority wide projects;

  • Conducts research, analysis, and prepares documentation regarding transit industry practices and standards to assist COTA staff in decision making and peer comparisons. Staying abreast of current trends in the industry and including that data in analysis to justify project expenditures or major project initiatives;

  • Provides Leadership to ensure updating of the Capital Project area of the COTA Website for communicating COTA's initiatives to the public. Represents COTA in various public forums including public involvement meetings, neighborhood group planning sessions, private development forums, employer meetings, and agency coordination for planning can capital project initiatives (e.g. MORPC, ODOT, City of Columbus, regional partners, industry groups, developers);

  • Assists in preparing information for the Short-Range Transit and Long-Range Transit Plans;

  • Assists COTA in achieving its affirmative action goals and in eliminating discrimination on the basis of race, color religion, age, sex, national origin or disability;

  • May be required to be available through a mobile device during and outside of normal working hours, at the manager’s discretion, and must respond within a reasonable timeframe;

  • Directs and provides leadership for his/her staff. Hires, trains, develop, and appraise staff effectively. Ensures the Authority meets its EEO responsibilities by assisting in identifying problem areas, participating in local minority organizations, participating in review of complaints alleging discrimination, and supporting career counseling for employees. Takes corrective action as necessary, on a timely basis, and in accordance with policy; and

  • Performs other duties as assigned.


QUALIFICATIONS
  • Requires a Bachelor's Degree in civil engineering, architecture, or other related fields and seven (7) years of experience in designing civil, architectural type of projects, overseeing/managing construction projects, prioritizing project work, and progressively responsible supervisor/managerial experience; or an equivalent combination of education and experience. Master's Degree in business administration (MBA), civil engineering or related fields preferred.

  • Professional Engineers license and LEED Certification preferred.
