METRO RTA is the public transportation provider in Summit County, Ohio. Each year, passengers make nearly five million trips on METRO buses. Position Summary: This position provides direction and leadership toward the achievement of the organization’s mission, strategy and annual goals and objective. Implement the strategic goals and objections of the organization. With the chair, enable the Board to fulfill its governance function. Executive Director shall be the official intermediary for all communications between the employees of METRO and the Board of Trustees.

Direct Report By Title: Director of Finance, Director of Operation, Director of Maintenance; Director of Human Resources; Director of Customer Service; Director of Communications; Director of Planning; and Executive Assistant

Indirect Reports by Title: Safety Manager; Chief of Police and Governmental Affairs and Compliance Specialist

Number of Reports: Direct 7, Indirect 3

  • Accountable for overall organizational performance and all aspects of METRO’s growth through strategic and operational planning

  • Facilitates the development of strategies to meet or exceed organizational goals and objectives, monitor results, and recognize employee, department and organization accomplishments.

  • Models, facilitates and encourages exemplary internal and external customer service, open communication, collaboration, participation and professional development among staff

  • Establishes sound working relationships and cooperative arrangements with stakeholders, community groups and organizations

  • Participates in and nurtures a broad network of alliances with others in transit and leading organizations to exchange knowledge and information about learning and change initiatives

  • Recommends yearly budget for Board approval and manage organization’s resources within budget guidelines according to current laws and regulations. Provide information and justifications to the Board of Trustees in its budgetary review and approval process

  • Works to establish strong communication with state legislators and congressional offices and maintain contacts with key individuals in public and private sectors

  • Responsible for the financial integrity of METRO. Ensures that adequate funds are available to permit the organization to carry out its work, develop and maintain sound financial practices and increase, strengthen and diversify the organization’s funding sources

  • Develops, reviews, analyzes and implements operational procedures required to effectively manage day-to-day operations and implement Board approved policies

  • Directly supervises and evaluates the Director of Finance, Director of Operation, Director of Maintenance; Director of Human Resources; Director of Customer Service; Director of Communications; Director of Planning; and Executive Assistant

  • Works with the Board and department directors in determining current and future staffing needs and appropriate personnel organization

  • Represents Metro RTA’s concerns to county and state policy makers, task forces advisory committees, planners and funding bodies

  • Jointly with the Board conduct official correspondence of the organization, and execute legal documents

  • Leads, motivates and develops staff and the Board of Trustees so that they are passionate about what METRO has achieved and are committed to working effectively toward continual improvement

  • Maintains a climate that attracts and motivates a diverse staff of quality people

  • Fully informs Board on the condition of the organization and all important factors influencing it

  • Keeps the Board fully informed about trends, issues, problems and activities

  • Ensures that the organization and its mission, vision, core values and services are consistently presented in a strong, positive image to relevant stakeholders

  • Maintains a current working knowledge of significant developments and trends in the transit field

  • Attends Board of Trustee and Board Committee meetings

  • Cultivates a strong working relationship with bargaining unit leadership

  • Assures the filing of all legal and regulatory documents and monitors compliance with relevant laws and regulations

  • Other duties as assigned

  • Regular, predictable and punctual attendance is required

Physical Requirements
Work is typically performed indoors and is subject to pressure from contacts with the general public, individual citizen contact, night and/or weekend meetings, internal customer contact and deadlines under pressure.

Experience and/or Educational Requirements
  • Bachelor’s Degree in Business, Transportation, or Public Administration; Masters degree or equivalent in business management or public administration preferred

  • At least five years in a senior leadership position in a comparable field

  • At least five years of demonstrated success in staff leadership, operations and financial management

  • Demonstrated success of effectively leading change and organizational growth through strategic planning and transparent leadership

  • Strong and effective oral and written communication skills

  • Demonstrated positive labor relations experience

  • Excellent planning, time management, and decision-making skills

  • Flexibility in work schedule to include evenings and/or weekends as needed to attend events/meetings

  • A current Drivers License

  • Ability to maintain a separation of personal, public and political positions and ability to ensure they do not interfere with or undermine, the priorities of the organization

  • Must be Microsoft Office proficient, i.e. Word, PowerPoint, Excel, etc.
