POSITION SUMMARY
Performs highly responsible professional and supervisory work directing and managing COTA's Vehicle Maintenance Department programs and for overseeing all maintenance activities of revenue and non-revenue fleet contributing to the operational preparedness of buses necessary for meeting COTA's transit service commitments.

ESSENTIAL JOB FUNCTIONS
  • Directs, oversees, and monitors all vehicle maintenance operations and activities to ensure a sufficient number of buses are available to meet service commitments. Develops and implements preventative and predictive maintenance programs that contribute to the safety, cleanliness, and reliability of the Authority's bus fleet. Monitors and evaluates fleet reliability and effectiveness on an on-going basis to improve equipment failures and on-time performance;

  • Oversees technical studies to enhance engineering design, vehicle performance, and parts longevity ensuring that authority vehicles are in accordance with both federal and state safety regulations and industry standards;

  • Assumes a leadership role in the development of a maintenance plan and philosophy for the Department to improve planning and performance. Development and implementation of a comprehensive maintenance training program. Leads the vehicle maintenance department staff in establishing a process of continuous improvement in maintenance practices while building trust and a high level of communication among employees;

  • Identifies the short-and long-term vehicle equipment needs of the Authority to meet organizationally agreed upon levels and quality of service. Establish goals and standards to improve efficiency and productivity. Directs and monitors all capital and operating budget activities of the department;

  • Maintains effective labor relations through prudent and equitable contract administration; adjudicate grievances and complaints in a timely, consistent and fair manner in accordance with bargaining agreement provisions;

  • Works closely with the Vice President of Operations to provide a vision, innovative and progressive technological ideas to improve maintenance operations and revenue service;

  • May be required to be available through a mobile device via voice and/or data during and outside of normal working hours, at the manager’s discretion, and must respond within a reasonable timeframe; and

  • Regular, predictable and punctual attendance required.


OTHER JOB FUNCTIONS
  • Directs and provides leadership for his/her staff. Hires, trains, develop, and appraise staff effectively. Ensures the Authority meets its EEO responsibilities by assisting in identifying problem areas, participating in local minority organizations, participating in review of complaints alleging discrimination, and supporting career counseling for employees. Takes corrective action as necessary, on a timely basis, and in accordance with policy; and

  • Performs other duties as assigned.


MINIMUM EDUCATION AND EXPERIENCE REQUIRED
  • Requires a Bachelor’s Degree in Engineering, Automotive, Electronics, Public Administration, Business Administration, Transportation or related field and seven (7) years; or an equivalent combination of education and experience.


LICENSES AND CERTIFICATIONS
  • ASE certification preferred.


KNOWLEDGE, SKILLS, & ABILITIES
  • Knowledge of automated maintenance information systems, inventory systems, purchasing practices, and enterprise wide asset management software;

  • Knowledge of labor relations and contract negotiations;

  • Skills in read and interpret technical specifications regarding bus parts and related equipment and be able to manage acquisition of technical equipment;

  • Skills in verbal and written communication;

  • Ability to interact well with all levels of COTA's organization and representatives of various outside organizations and able to motivate and lead team members; and

  • Ability to define problems, research issues and develop logical and practical solutions within the framework of general principles of maintenance and the policies and procedures of the Authority.
