SUMMARY:
This recruitment will be used to fill seven (7) career service positions in Link Light Rail and Streetcar.

This position is considered safety sensitive. Applicants for these positions are required to undergo drug testing prior to employment and subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty, and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substance testing program protocols.

Electro-Mechanics perform journey-level electrical, electronic and mechanical work on either light rail vehicles or streetcars and associated equipment.

Link Light Rail, operated by King County Metro Transit, is a 20.4 mile light rail line from University of Washington Station to Angle Lake Station. Current system expansion will add an additional 50 miles of track by 2023. Currently Link Light Rail has 62 vehicles and will be adding an additional 122 vehicles to their fleet in 2019.

Seattle Streetcar, operated by King County Metro Transit, is responsible for providing streetcar service for both the South Lake Union (2.6 track miles) and First Hill (4.9 track miles) Streetcar lines. Construction on the Center City Connector began last fall 2017 to join the existing lines to create new north-south connections that will allow for easy transit connections throughout the core of downtown Seattle.

Who May Apply
This position is open to the general public. Current qualified Local 587 King County Transit internal applicants will be given first consideration. This recruitment will be used to fill seven (7) current career service positions in either Rail and/or Streetcar. In addition, this selection process may be used to establish an eligibility list to fill future career service and/or temporary vacancies that may occur over the next twelve months.

We will begin to process the first round of applications received before February 21, 2018. The second round of applications received will be processed March 14, 2018.

Work Location
This recruitment will be used to fill Rail vacancies located at the Rail Operations and Maintenance Facility at 3407 Airport Way S, Seattle WA 98134. Positions assigned to Streetcar will be located at either South Lake Union and/or First Hill Streetcar Facilities. Assigned location would be at management's discretion.

Work Schedule
Rail and Streetcar Operations operates three shifts - day, swing and graveyard - seven days a week. Employees may work a 40-hour per week schedule or a 4/10 schedule with two consecutive days off, but not necessarily Saturday and Sunday. Work schedules are based on a seniority "pick" system, which occurs three times a year. Graveyard and/or swing shift vacancies will be the most likely openings. Swing and graveyard shift employees receive a shift differential. Employees must be able and willing to work any shift, including any combination of days off. Positions to be filled by this recruitment are non-exempt and therefore eligible for overtime pay.

JOB DUTIES:

• Diagnose, test, maintain, repair, and overhaul rail/streetcar vehicles' electrical, electronic and mechanical systems and equipment in accordance with schematics, drawings, wiring diagrams, operations manuals and manufacturer instructions.

• Conduct safety and preventive maintenance inspections on vehicles, systems and equipment; document defects, maintenance and repairs.

• Troubleshoot, repair, replace, or modify mechanical, electronic and electrical components, analog and solid state electronic systems, and defective parts for a variety of equipment and systems controls.

• Operate and maintain shop equipment and tools.

• Prepare time and material cost estimates and maintain records; prepare various activity and status reports, document defects and repairs on inspection forms, work orders, or designated computer programs.

• Re-rail trains/streetcars and recover vehicles from accidents.

• Install special electronic testing systems and communication devices on cars; service and maintain microprocessor control systems; calibrate and repair test equipment.

• Inspect, test, maintain, repair, service, rebuild and overhaul electrical, mechanical and electronic subsystems on rail/streetcar vehicles.

• Maintain parts inventory and computer inventory records.

• Operate computers for testing and diagnosing fault log management and related data input and retrieval.

• Perform other related duties as assigned.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:

• Two years of experience as a journey-level mechanic with heavy rebuild OR fleet/auto/equipment/ industrial mechanic experience with a strong electrical/electronic background

• OR Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work. Additional qualifications include:
• Experience in the application of mechanical principles, repair methods, standards and practices typically found in a journey level skilled trades position.

• Knowledge of current principles and practices of electrical, electronic and mechanical work on light rail, streetcar, automotive, heavy equipment OR industrial equipment.

• Skill in AC/DC systems, operating principles of analog and digital electronics, electronic control circuitry and associated mechanical systems, heating, lighting, air conditioning, motors, brakes and related systems.

• Knowledge of current preventive maintenance requirements and skill in performing maintenance on light rail, streetcar, automotive, heavy equipment OR industrial equipment.

• Skill in developing and implementing safety inspection procedures.

• Skill in the application of testing and inspection methods including solid state circuitry diagnostic and repair techniques and procedures.

• Skill in the use of operating portable test equipment, bench type work stations, tools, parts and supply manuals needed in the repair, maintenance, and installation of electrical, electronic and mechanical systems and equipment.

• Skill in reading and interpreting schematics, maintenance manuals, technical information in repair manuals, service change bulletins, parts and supply manuals, and specifications.

• Skill in maintaining, repairing, troubleshooting, rebuilding and overhauling electrical and mechanical systems.

• Skill in preparing written reports, documenting defects and repairs on inspection forms, work orders, and designated computer programs; prepare accurate time and material cost estimates and keep accurate records.

• Skill in applying industrial safety procedures and standards including cleaning and maintaining shop area.

• Skill in problem solving, analyzing and diagnosing equipment problems.

• Skill in the operation of current Windows based computer software; skill in learning new operating systems and staying current on all new technologies introduced into transit industries as it relates to light rail/ streetcar vehicle maintenance.

• Skill in oral and written communications.

• Skill in establishing and maintaining cooperative working relationships with a diverse group of individuals.

• Skill in working under established deadlines and timeframes.

• Skill in leading and training others.

Necessary Special Requirements (or ability to obtain within 6 months of hire; training will be provided):

• Washington State Class B driver's license or the ability to obtain and maintain a Class B license with airbrake endorsement and an acceptable driving record.

• Light Rail Vehicle or Streetcar "Yard Operator" Certification

• Crane Certification.

• HVAC/EPA Certification.

Desirable Qualifications
Electronics Technician Certification.

Physical Requirements
This position requires the ability to be mobile, perform manual labor, exert physical effort while standing, walking, or lifting materials, tools and objects weighting up to 70 pounds, such as re-railing jacks and large parts.

Working Environment
Work is performed both indoors and outdoors and in inclement weather. Must be able to work from high places.

Selection Process
Applications will be screened to determine whether candidates meet minimum qualifications.

Candidates presenting evidence that they meet or exceed the qualifications noted above may be invited to participate in a comprehensive mechanical skills and electrical theory knowledge test. It is recommended that you study those areas to prepare for the written test. Interviews will be offered to candidates with satisfactory test scores. Employment offers will be finalized only after candidates have successfully completed physical examinations, drug screens and a drug and alcohol background checks. Reference checks and reviews of driving records will also be conducted prior to any final offer of employment.
