SUMMARY
Responsible for directing and overseeing External Affairs, to include federal, state and local government affairs, community engagement, marketing and sales, and communications for the Authority.

This position has been identified as designated personnel in accordance with 49 CFR 672. This position has direct responsibility for transit safety oversight at MARTA and is required to comply with the training requirements identified in the Authority’s Agency Safety Plan. Training requirements must be completed within 3 years of employment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Responsible for overseeing and directing External Affairs staff to include federal, state and local government affairs, community engagement, marketing and sales, and communications for the Authority.

  2. Lead a staff of professionals to execute a best-in-class external affairs plan that brings together all disciplines to support MARTA’s operational and capital project priorities.

  3. Develop and implement initiatives that strengthen the MARTA brand through compelling marketing and communications, strategic partnerships, and consistent community engagement.

  4. Cultivate effective relationships with key federal, state and local governmental, community, and industry stakeholders in current and possible future service areas.

  5. Develop and submit annual operating and capital budgets for the Department. Manage approved budgets.

  6. Ensure coordination and cooperation between External Affairs and other MARTA departments.

  7. Make recommendations and presentations to the MARTA Board of Directors on matters pertaining to any and all aspects of departmental responsibilities requiring Board action.

  8. Represent the Authority to federal agencies, local groups and organizations, professional associations, and other similar groups.

  9. Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES
Directs the activities of the Department. Interviews, hires, and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.

EDUCATION and/or EXPERIENCE
Bachelor's degree in marketing, communications, political science, or related field. Minimum of ten years' progressively responsible experience in the areas of marketing, communications, governmental affairs, and/or customer services, including a minimum of five years of management experience. Experience in directing external relations and customer service functions is desirable. In lieu of degree, year-for-year of directly related experience may be substituted.

Salary Range: $137,493-$206,239
