VIA Metropolitan Transit (VIA) is seeking to fill a pivotal senior executive position - Senior Vice President of Planning and Development.

Reporting to the CEO, this individual is responsible for directing all aspects of VIA’s planning and capital expansion program, including high-capacity transit projects; oversight of day-to-day service and strategic planning; real estate; and engineering. This highly influential position serves to carry out the agency’s vision for the community transportation network; manage agency resources and capital assets; and provide safe, reliable, efficient, and customer-friendly transit service. Since 1977, VIA has served the San Antonio metropolitan area, a community with a high percentage of public transit users. With over 2,100 employees and eight (8) transit centers, VIA provides regional multimodal transportation options to millions of residents and visitors within its 1,210 square mile service area. Services include bus, paratransit, high-frequency, ride-sharing, vanpool, and park-and-ride. Bus service includes 6,851 stops along 96 bus lines, which are divided into five service categories: frequent, metro, express, skip, and downtown circulator. Leadership revises these services three times each year to make adjustments reflecting demands and cost-effectiveness.

VIA seeks a leader who, in addition to oversight of contracts, construction projects, planning studies, and transit facility development, will develop, implement, and monitor policies and procedures; develop teamwork and leadership skills; supervise technical designs; prepare technical documentation and reports; recommend improvements for operational effectiveness; represent VIA before government agencies, boards, and commissions; and support VIA’s EEO and diversity programs.

This position requires a bachelor’s degree in one or more areas of department responsibility or business administration, plus 10 years of experience in responsible multi-modal mass transit positions and seven years of senior management experience. Experience should include strategic and service planning, project management, and capital construction and development. Registration as a professional engineer or certified planner is preferred, and equivalent combinations of education and experience may be accepted.
