JOB SUMMARY:
The Assistant Director of Maintenance is responsible for assisting in the development and coordination of specifications, policies, programs and procedures which ensure effective ongoing development and improvement in the fleet preventative maintenance inspection program. The Assistant Director also provides technical assistance and oversight to resolve equipment, facilities and grounds and material problems. In the absence of the Director of Maintenance, this position assumes all duties and responsibilities of the Maintenance Department.

ORGANIZATION STRUCTURE:
The Assistant Director of Maintenance oversees the following positions within the organization: Senior Manager of Shop Operations, Manager of Building and Grounds, Manager of Administrative Services, Equipment Engineer, and Garage Managers.

ESSENTIAL FUNCTIONS:

  • Assist in the development and implementation of maintenance service goals, objectives, policies and procedures.
  • Assist in the cost-effective operation of the Maintenance Department through effective management of personnel and materials.
  • Coordinate the effective repair, maintenance and timely availability of vehicles and equipment with managers to meet the Transportation Department’s operational requirements.
  • Process employee complaints and grievances by conducting timely and thorough investigations, identifying corrective action and issuing discipline accordingly.
  • Participate in contract negotiations and other related labor relations activities.
  • Coordinate training programs and ensure the overall safety of operations through the administration of an effective Safety Program.
  • Oversee the facilities to ensure that all buildings are clean, neat and well-maintained.
  • Oversee the major maintenance and capital project needs for the Milwaukee County Department of Transportation.
  • Provide technical assistance on equipment and building concerns to all departments.
  • Assist in the preparation of specifications for new bus procurement.
  • Assist in the preparation and administration of the budget of the Maintenance Department
  • Review and determine specifications for new equipment and coordinate new equipment purchases with suppliers.
  • Advise the Director of Maintenance on resolutions and modifications to equipment problems.

QUALIFICATIONS:
  • Minimum of (9) years of progressive management experience in fleet maintenance operations in a transit environment.
  • Experience in supervision, training, and conflict resolution within a diverse workforce is required.
  • Bachelor’s degree in business or Public Administration, Mechanical Engineering, Facilities Management or a related field is desired.

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of principles, policies and practices of vehicle and facility maintenance programs.
  • Knowledge of principles, policies and practices of mechanical engineering
  • Knowledge of principles, policies and practices of diesel engine operation and maintenance.
  • Knowledge of principles, policies and practices of preventative maintenance inspection and servicing.
  • Knowledge of principles, policies and practices of facility maintenance and repair.
  • Knowledge of quality control procedures and industrial safety rules.
  • Excellent leadership skills with the ability to motivate and direct a skilled and non-skilled union workforce.
  • Ability to learn and develop new techniques, procedures and equipment.
  • Knowledge of transit industry trends and best practices.
  • Knowledge of Federal Transit Administration and Federal Motor Carrier rules and regulations.
  • Knowledge of MCTS operations.
  • Knowledge of applicable union contracts.
  • Knowledge of hiring policy and procedures.
  • Skilled in computer operations and spreadsheet, word processing, presentation and related software.
  • Ability to manage conflict and balance competing interests from multiple stakeholders.
  • Ability to manage others.
  • Ability to develop and maintain effective and appropriate working relationships.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to work independently.

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS:
  • Work is frequently conducted in an office, shop environment or garage. The incumbent may be exposed to extreme temperatures, moving mechanical parts, fumes and loud noises.
  • Physical requirements are those described as sedentary work, which includes exerting ten (10) pounds of force occasionally, a negligible amount of force frequently and/or constantly having to lift, push, pull or otherwise move objects, including the human body.
