Qualifications Knowledge, Skills, and Abilities: - Thorough knowledge of fixed route transit operation principles.
- Knowledge or ability to learn service area, routes, and service.
- Knowledge of transit rules and regulations such as FTA, FMSCA, DOT, and OSHA.
- Basic knowledge of finance management and budgeting.
- Proficient with computers, hardware, and software programs (specifically those related to transit operations) including Microsoft Office (i.e., Outlook, Word, PowerPoint, Excel, Teams etc.)
- Ability to interpret and enforce company policies, procedures, and Collective Bargaining Agreement (CBA).
- Strong ability to collect data and information and disseminate it to others.
- Ability to exercise a high degree of confidentiality and discretion.
- Excellent customer relations and employee motivation skills.
- Ability to establish and maintain effective working relationships with others.
- Ability to make independent decisions within scope of responsibility.
- Ability to communicate effectively orally and in writing; to include providing guidance, mentorship, discipline, and instruction to subordinates.
- Ability to work with City staff, public officials, and outside agencies.
:Emotional, Psychological and Physical Requirements: Ability to: - Deal with long hours and high levels of stress.
- Prioritize tasks and complete projects with frequent interruptions.
- Manage and deal with emergency situations.
- Interact with individuals with varying personalities and from diverse backgrounds.
- Interact with the public and maintain composure during difficult times.
- Interact with individuals at all professional levels, internally and externally to the company.
- Attends meetings on a regular basis internally and externally to the company.
Physically: - Sits frequently for long periods.
- Attend meetings on a regular basis internally and externally to the company.
- Moves throughout facilities, grounds, and the City of Alexandria.
- Lifts light loads at times (<50 lbs.).
Additional/Miscellaneous/Special Requirements: - Must possess a Virginia, Maryland, or District of Columbia Class A or B Commercial Driver’s License with Passenger and Air-Brake endorsement.
- Acceptable background check upon hire and must be maintained throughout employment.
- Negative pre-employment drug screen results upon hire and as required by the U.S. Department of Transportation (DOT) regulations and TMA policy, throughout entirety of employment.
Education and Experience: - Bachelor’s Degree or higher from an accredited college or university with major coursework in business or public administration, safety management, organizational development, human resources management, employee or labor relations, or a related field preferred.
- Minimum of five (5) years of direct experience within the Transportation industry or related with a focus on Transit Operations required.
- Minimum of two (2) years of progressive supervisory and administrative experience required.
- Experience in management of fixed route public transit operations required.
- Experience working in a Union environment highly preferred.
- Working knowledge of DOT, FTA, and FMCSA policies and regulations.
Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree or higher may be considered in lieu of advanced education requirements.
