Description:
Performs a variety of senior-level professional transit planning duties including, but not limited to: Drafting project scopes of work, managing schedules and budgets; participating in and managing projects and consultant-led teams; and representing the department with internal and external stakeholders.
Essential Functions:
- Participates in local governments' comprehensive planning and development review process. Works with local developers to integrate LYNX plans into their master plans and encourage transit-oriented and transit-supportive land uses in community and economic development plans and ordinances.
- Manages diverse projects, including transit studies, short- and long-term transit plans, ridership and market surveys, economic impact studies, and technology integration with support from LYNX staff and contracted firms.
- Leads completion of annual planning documents such as the Transit Development Plan (TDP), Transportation Disadvantaged Service Plan (TDSP) and Transit Asset Management (TAM) programs.
- Leads and coordinates all National Environmental Protection Agency (NEPA) documentation efforts for project receiving federal funding.
- Assists with development of the organizational Capital Improvement Program (CIP) and in developing departmental work programs.
- Represents LYNX in regional planning forums such as Metropolitan Planning Organization (MPO) planning events, MPO committees, Florida Department of Transportation (FDOT) committees and SunRail meetings as needed.
- Utilizes project management methods and principles to develop scopes as well as manage projects to a successful completion.
- Works closely with Service Planning, GIS, and Scheduling on projects relating to major service changes.
- Provides program support and planning functions to other LYNX departments including paratransit.
- Assists with agency grant writing efforts.
- Develops and delivers presentations on LYNX planning activities to internal and external stakeholders.
- Responds to public, senior staff, and Board Member inquiries.
- Performs other duties as may be required or assigned.
Required Qualifications: - Bachelor’s degree from an accredited college or university in Transportation, Urban Planning, Transportation Engineering or a related field.
- A minimum of five years of progressive experience in public transit, transportation or urban planning involving transit projects, system development, strategic and capital and operations planning activities; or an equivalent combination of related education, training, and experience.
Desired Qualifications: - Master’s degree from an accredited college or university in Transportation or Urban Planning, Transportation Engineering or Public Administration.
- American Institute of Certified Planners Certification (AICP).
- Project Management Certification (PMP).
Knowledge, Skills, and Abilities (KSAs): - Knowledge of strategic and capital planning processes in transit/transportation.
- Ability to coordinate activities between multiple departments, disciplines, federal and state programs, and agencies.
- Knowledge of planning theories, principles, and practices relating to transit planning projects.
- Knowledge of transit scheduling, transit service performance measures, operations and project management.
- Working knowledge of federal, state, and local funding regulations, fiscal controls, and legal constraints pertaining to public transportation; and metropolitan planning process, project management methodologies, land use planning, and transit/transportation planning.
- Knowledge of relevant business, accounting, and recordkeeping practices and procedures.
- Ability to effectively organize and prioritize work demands; and simultaneously work on multiple projects.
- Ability to collect, compile, and analyze complex technical statistical data and prepare reports.
- Knowledge of and skill in the operation of a personal computer and Microsoft software packages.
- Ability to communicate planning and transit concepts and other data graphically and knowledge of related software packages.
- Analytical skills with the ability to find solutions to complex professional, technical and administrative problems.
- Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
- Ability to exhibit a professional, courteous demeanor.
- Ability to work in a diverse environment.
Work Environment and Special Considerations: - Must possess and maintain a valid Florida Driver’s License and safe driving record.
- Works in an office environment and in the field to support project development.
- LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.
Hiring Rate: $64,708 to $78,000 Annually
Rate will be determined by qualifications of candidates who exceed the minimum requirements.
