GENERAL SUMMARY:
Under general supervision, assists with a wide variety of tasks related to transit service planning, performance monitoring, and data analysis for TARC services. This position is responsible for data collection and reporting, generating and analyzing various reports on ridership, revenue, service efficiency, and performance of all aspects of the TARC transit system. Provides GIS support and statistical data analysis, advises senior staff on performance of service, coordinates with TARC’s consultants, and ensures TARC service databases are accurate, functional, and regularly updated. Responsible for a wide variety of duties related to TARC service and routes planning, data analysis, and improvements recommendations. Analyzes and recommends improvements in routes and schedules, and coordinates internal and external KPI (Key Performance Indicators) reporting. Responsibilities include NTD (National Transit Database) reporting, performance dashboard reporting, and operating cost analysis.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Supports current and long-term service planning and reporting processes

  • Analyzes performance of the TARC transit system in terms of ridership, operating efficiency, on-time performance, financial data, and identifies trends that will lead to possible transit and mobility service improvements.
  • Responsible for creating presentations to senior management and executive leadership on performance of the TARC’s system. Proposes service improvements based on data analysis and KPI reports.
  • Participates in public outreach activities including the preparation of maps and service change materials, various graphic presentations and PowerPoints, and attends public meetings.
  • Prepare or assists with grant applications and provide statistical data to support grant’s implementation.
  • Support activities, mapping, and data collection for passenger facilities, bus stops, sidewalks and park and ride improvements projects.
  • Researches and compiles information on a variety of transportation planning and policy issues and prepare reports as needed.
Collects a variety of statistical data and prepares reports, maps, charts and tables
  • Researches and develops planning and scheduling software and geographic positioning systems (GPS, GTFS, Transit App, APCs/Automatic Passengers Counters, CAD AVL, etc.)
  • Liaison with LOJIC and ArcGIS agencies.
  • Reviews and prepares daily farebox and Automatic Passenger Counters (APCs) ridership reconciliations. Responsible for checking farebox system accuracy of ridership reports.
  • Identifies errors and malfunctions recorded through fareboxes or APC reports.
  • Responsible for administering federally-required NTD random sampling process, routine data processing and reporting, updating NTD database, and preparing monthly, quarterly and annual NTD reports.
  • Develops and maintains the geographic database and geographical distribution of transit system performance data (such as ridership per stop, running time analysis, etc.), U.S. Census data and regional geographic data.
  • Prepares thematic maps to evaluate transit performance trends and identify service improvements.
  • Manages and analyze performance data in terms of ridership, on-time performance, and other financial and operating performance data.
  • Prepares spatial and demographic analysis, including Title VI analysis for each major service change, triennial review, and FTA required Title VI census and statistical updates.
  • Develops and maintains databases and performs analysis of data sets creating various monthly performance reports and data comparison.
Assists with planning and scheduling of TARC bus services and coordinates efforts with other TARC departments and external stakeholders
  • Reviews and manages scheduling and performance data outcomes (Trapeze reports, OTP, schedule adherence, etc.).
  • Review service schedules for accuracy and efficiency.
  • Assists with scheduling and the operator pick process if needed.
  • Assists TARC Schedulers and performs ongoing checks of the scheduling data.
  • Review and understand compliance with union contract rules.
  • Assist with developing and administering ridership surveys, and survey data analysis and reporting.
  • Assists with graphics to finalizes system and route maps, pocket schedules and the post schedules.
  • Assists with producing of internal schedules (Headway Sheets) and Operator Run Cards when needed.
  • Assists Schedulers with preparing and uploading GTFS feed for service changes Transit App updates.
Provide Administrative Support
  • Coordinate Planning activities, tasks, and projects with all other TARC Departments.
  • Compose and edit letters, memos, spreadsheets and graphic materials.
  • Communicate with public and stakeholders and provide information upon request.
  • Produce and distribute meeting minutes.
  • Participate in public meetings, present findings and respond to questions.
  • Summarize public input and address public comments.
  • Support internal communication with other TARC departments.
  • Support and communicates with TARC’s customers and Customer Service Department.
  • Act as a technical liaison between planning and scheduling software vendor (Trapeze).
  • Maintain various databases.

MINIMUM QUALIFICATIONS:
  • Bachelor's degree in Urban Planning, Engineering, Statistics, Business Administration, Computer Programming or a related field; or a combination of education and experience. Master’s Degree preferred.
  • Five (5) or more years progressive experience; urban planning and related planning experience is highly preferred.
  • Pass a physical (medical) examination that includes a drug screen in order to operate TARC non-revenue vehicles.
  • Valid Driver’s license
  • Excellent communication skills, both verbal and written.
  • Ability to multi-task in fast-paced environment and work independently as well as collaboratively.
  • High degree of computer skills and high degree of familiarity with office software applications and office equipment.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • High level of initiative and work well in a team environment, serving both internal and external customers.
  • Substantial interpersonal skills to effectively and sensitively communicate with all levels of supervisory and non-supervisory employees, Board of Directors, contractors, vendors, government entities, the community, and others inside or outside of TARC.
Note: An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

WORKING CONDITIONS:
Much of the work is performed in a quiet office setting, with frequent interruptions and a varied work day. Some work may take place int eh field (site visits), depending on the assignment. When working outdoors the incumbent will be exposed to diesel fumes and/or airborne particles and traffic. (TARC bus garage, or while driving and/or inspecting bus stops or potential stop locations). Work may require some level of mobility including lifting or moving materials.
