Role Purpose:
NEOM’s future Authority is aiming to disrupt the existing models and set a new standard for governance in the world. As the Authority of the Future takes shape, it will focus on being “digitally native,” adaptive, lean and citizen/business-centric. To achieve these ambitious goals the Director of Sea Mobility will be responsible for designing and implementing the regulations, rules, policies and processes to ensure that the marine transport planning and policy objectives of the NEOM Authority are achieved.

The Director of Sea Mobility will also work with the Authority to provide senior level strategic advice and analysis for NEOM's marine network, other ports, and marine logistics including Oxagon, the world’s first integrated port-industrial community. They will coordinate planning and project schedules with the Kingdom of Saudi Arabia as well as business units across NEOM (e.g. Finance, Infrastructure, Water/Wastewater, Housing, Health and others) to help ensure the timely planning and overall success of NEOM development projects.

KEY ACCOUNTABILITIES & ACTIVITIES:

The successful candidate will also provide additional support on the following:

  • Working with NEOM’s existing and potential development projects, identify marine network planning priorities and coordinate project management to ensure port and road design and construction takes place as necessary to facilitate these projects
  • Lead Sea Mobility team efforts to provide NEOM with innovative, efficient and green marine network and digital technologies to meet the required marine transport services and operational requirements
  • Design a framework for categorization of governance, regulations and policies for road planning, including the alignment of sea and land mobility, green port design, and asset life cycle planning
  • Ensure NEOM builds robust and efficient marine planning structures that promote innovation and entrepreneurial productivity, based on governance activities, regulations and policies.

BACKGROUND, SKILLS & QUALIFICATIONS:

Knowledge, Skills and Experience:
  • Experience in managing a team of individuals working through multiple competing project priorities
  • Strong experience with Project Management (including a Project Management Professional designer similar) is a strong asset
  • Demonstrated experience with client relationship management in the Middle East region is an asset
  • Excellent interpersonal, time management, organizational, written and verbal communication skills
  • Self-motivated, flexible and enthusiastic team player committed to building a culture which fosters growth and opportunities

Qualifications and Experience:
We are looking for an experienced, motivated self-starter who thrives in ambitious, international and fast changing environments. A keen interest to work on the forefront of regional planning and the future of cities is vital for success in this position.
  • Minimum university degree or equivalent experience
  • Minimum 10 years of experience (including leading roles) in marine infrastructure planning or operations with some background in emerging marine technology and logistics network projects considered an advantage.
