NATURE OF POSITION
Plan, manage, and evaluate all Agency safety programs and training activities, ensuring compliance with Federal, State, and local laws, codes, and regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manage the development, administration, and implementation of training, safety, security and emergency management programs; ensure programs operate effectively and efficiently.
  • Evaluate and develop training plans that align with the needs of employees and the Agency; deploy a wide variety of learning methods; evaluate program effectiveness, success and return on investment; provide regular progress report on them.
  • Plan, coordinate, supervise and review the work of staff involved in training programs; manage safety training and transit compliance training for employees.
  • Develop and implement Accident Prevention Plan (APP), Injury and Illness Prevention Program (IIPP), and Emergency Disaster Preparedness Program; ensure compliance with federal, state, and local regulations.
  • Administer loss prevention programs and address problem areas for workers’ compensation; analyze and interpret accident and injury data to develop standard industry loss rates.
  • Administer the Agency’s claims management process; prepare reports identifying the status and fiscal impact of claims.
  • Oversee Worker’s Compensation program; analyze and review policies and programs; coordinate changes with Human Resources.
  • Conduct and/or oversee investigation of incident reports and complaints involving work related injuries or illness; prepare reports noting hazards, violations, and accidents; recommend measures to prevent recurrence.
  • Monitor safety and security compliance; identify opportunities for improvements and/or efficiencies.
  • Manage vehicle accident investigation process; ensure proper accident investigation procedures are followed; review accident reports and recommends corrective action.
  • Supervise, assign, train, and evaluate the work of staff; participate in hiring, discipline, and termination.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs.
  • Represent Agency at government agencies, boards, commissions, and conferences.
  • Participate on the planning committee for the local and regional annual Washington State Bus Roadeo event; allocate necessary resources and assist with activities at the event.
  • Submit forecast of funds needed for staffing, equipment, materials, and supplies.
  • Evaluate training materials and curriculum for compliance; develop training materials.
  • Facilitate employee training and/or assigns training staff to conduct trainings.
  • Review employee assessment and evaluations; maintain files of employee training records.
  • Conduct Washington State Department of Licensing (WSDOL) CDL-Third Party exam to applicants.
  • Work with and maintain confidential information.
  • Demonstrate regular and punctual attendance.
  • Other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES
  • Understand and apply Federal, State, and local laws, rules, codes, and regulations related to assigned activities, including occupational health and safety programs.
  • Washington Industrial Safety and Health Act (WISHA), OSHA, Washington State Transit Insurance Pool (WSTIP), and Washington State Transit Association (WSTA) rules and requirements.
  • Comprehend and implement administrative management practices to plan, lead, and control resources.
  • Modern technologies and methods for curriculum and training design, teaching, and instruction for individuals and groups.
  • Understand and apply risk management strategies, includes security prevention and protection, liability claims, and worker’s compensation.
  • Principles and practices of comprehensive transit system safety programs including safety training, environmental health and safety, and accident investigation.
  • Principles and methods of supervision, training, and employee development.
  • Basic understanding of budget planning for assigned area.
  • Establish and maintain cooperative relationships with those contracted during work.
  • React quickly and calmly in emergency situations and adopt an effective course of action within established guidelines.
  • Effective technical writing skills to produce comprehensive training materials.
  • Excellent presentation skills.
  • Write clear, concise reports and documentation.
  • Learn new technologies, policies, procedures and guidelines established by professional organizations and/or governing agencies.
  • Utilize office equipment and other relevant technology (software and systems) to meet business needs.

MINIMUM QUALIFICATIONS
Bachelor’s Degree in Business/Management, Safety Management or related field from an accredited institution and four-years of related experience; or any equivalent combination of experience and education. Must possess a valid driver’s license.

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS
Must obtain and maintain the following licenses and certifications for continued employment at BFT:
  • Commercial Driver’s License (CDL) and corresponding medical certification and endorsements, or ability to obtain within 180-days of employment.
  • First Aid and CPR certification; or ability to obtain within 180-days of employment.
  • WSDOL CDL Third Party Examiner Certification.

PREFERRED QUALIFICATIONS
Five years of experience in providing training and safety programs in a transit environment.

PHYSICAL REQUIREMENTS
Generally sedentary in nature; occasionally stand and walk; intermittently kneel, stoop, bend and twist at the waist, and reach overhead; sit for long periods of time. Rarely kneel, crouch, or crawl. Occasionally lift, push/pull, or carry up to 40 pounds. Good vision to read print and computer screen. Hear and speak to communicate in person, before groups, and over the telephone. Manual dexterity of hands and fingers to include repetitive keyboarding, grasping and reaching to operate a computer keyboard, mouse and/or standard office equipment. Occasionally ascends/descends stairs and ladders while maintaining balance.

WORKING CONDITIONS
Work is primarily performed in an office environment where noise, distractions, and lack of privacy may be present. Operate a motor vehicle. Occasional work may be performed in outside environment with exposure to traffic, dust, road noise, exhaust fumes and extremes of temperature. May by called upon to perform or assist in emergency care or first aid with potential exposure of blood-borne pathogens. Must wear personal protection equipment when necessary.
