The Digital Services & Web Development Manager provides hands-on technical leadership towards the development, operation and ongoing improvement of complex digital services. The Digital Services team will partner with other HRT departments, divisions, and programs to introduce and modernize digital services department wide. The Manager will lead the effort of designing and developing engaging data visualization (e.g., tables, charts, graphs, dashboards, reports, graphical bus network) to reflect readily consumable data for applicable audiences.

The DS&WD Manager will work under the direction of the CIO/CTO in the delivery of innovative solutions to address critical challenges and opportunities facing the agency.

Essential Job Functions:

  • In conjunction with CIO/CTO, provide strategic leadership, vision, and execution of enterprise technology solutions within business intelligence, agile application, web development, collaboration, and business applications.

  • Work with the Infrastructure team to evaluate and rebuild existing Intranet services in accordance with the Digital Service Strategy and the new HRT website.

  • Build new internal automation to support and enhance Digital Services and integrate with existing HRT IT Systems.

  • Manage HRT websites, focusing on content, design, user and customer experience.

  • Work with the CIO to improve HRT’s Digital Services strategy, align and roadmap to the overall HRT Digital Strategy.

  • Use rapid application development, agile process or other best practice standards to implement ideas from prototyping to produce final solutions.

  • Work with the CIO to establish priorities based on the agency strategic plan, Technology priorities, budgets, and timelines.

  • Manage service contracts for contract staff supporting various business applications. Assure contracted personnel maintain high customer service levels and support Information System’s service level agreements with agency users.
  • Plan, develop, monitor, evaluate and supervise the operation of the Digital Service team projects and the web services staff.

  • Build new, public facing Digital Services for use by HRT customers or partners.

  • Manage the maintenance and functionality of assigned legacy systems. Work with project teams to ensure smooth transition of legacy systems to new applications.

  • Develops/reviews detailed project plans using structured methodologies for business applications projects. Coordinates with other Technology teams on the implementation of these projects.

Knowledge, Abilities and Skills:
  • Strong cross-departmental negotiation and conflict management skills.

  • Structured analysis, design and implementation methodologies knowledge.

  • Technology project management and the budgeting process, business user needs and requirements gathering, documentation and translation into viable business solutions.

  • Structured analysis, design, construction and implementation methodologies; project management techniques and business application concepts and development.

  • Principles of traditional, best practices and agile application design, development, quality assurance and deployment.

  • Cognizant in principles of innovation processes.

  • Ability to lead and direct a team consisting of agency staff and external contracted professionals.

  • Translate business needs into innovative data analysis and reporting solutions.

  • Manage complex technical projects and contracts.

  • Apply practical solutions to long term strategic goals.

  • Lead and manage large projects to ensure proper deliverables on a timely basis.

  • Obtain User and Management sign-off for all projects under development.

  • Ability to effectively communicate technology issues in terms well understood by the business.

  • Expertise in HTML, CSS, JavaScript, PHP, and other relevant web design coding languages.

Bachelor’s degree in business, computer science, mathematics or related field. Knowledge of current technology trends relevant to the business environment. Eight years of progressive experience in technology as a team lead, supervisor and/or team management. Experience in web-development, project management, business intelligence, application development, and database management.
