SALARY RANGE: $105,628.69 - $159,763.40 Annually

Directs and coordinates the accounting staff and financial functions of the agency which includes Accounts Payable (A/P), Accounts Receivable (A/R), Payroll, Revenue and Fixed Assets. Assign duties and delegate responsibilities as needed. Oversees the financial reporting of the agency which includes monthly reporting as well as the interim and year-end external audit and Comprehensive Annual Financial Report preparation.


  • Oversees Accounts Payable, Accounts Receivable, Payroll, Revenue, Fixed Assets and General Ledger functions. Directing staff and intervening as needed on concerns or issues that may come up which may also require collaboration with other departments and/or outside agencies.
  • Provides project manager duties for interim and fiscal year-end audit and Comprehensive Annual Financial Report development. Coordinates with external auditors and internal staff, agency wide, for audit requests and meetings. Collaborates with fellow employees to submit audit requests and required informational input within established deadlines. Generates and analyzes financial reports to prepare and submit Comprehensive Annual Financial Report and other reports to government agencies as required.
  • Assists and oversees for preparation of annual budget, which includes detailed budget to actual variance analysis of individual cost center expenditures to interpret financial results and forecas necessary budget. Provides assistance to individual cost center directors, managers and administrative assistants fordepartmental budget development.
  • Reports budget preparation status to CFO as requested.
  • Maintains General Ledger system and coordinates with IT for year-end closing of subsidiary modules and general ledger to facilitate smooth transition into the new fiscal year. Coordinates with procurement for the fiscal year-end parts inventory to generate year-end inventory reports, ensuring that inventory and general ledger are balanced.
  • Maintains tracking spreadsheet of all costs segregated by allowable, unallowable and other operating expenses directly funded by individual grants along with any matching which will be used to determine the rate for route billing.
  • Manages and coordinates with the general accounting staff in daily overall accounting and financial functions which includes financial statements, and all related activities. Oversees the preparation of financial statements, including the analysis and reporting of results to provide forecasts and identify problem areas; reports data monthly to the Chief Financial Officer.
  • Interprets operating results as they affect the financial aspects of the Authority. Makes specific recommendations to result in cost reduction and profit improvement.
  • Under direction of the Chief Financial Officer, prepares HART's annual Comprehensive Annual Financial Report.
  • Ensures the correct and accurate accounting classification of all expenditures and documents.
  • Maintains all fiscal matters and accounting procedures according to Federal and State statutes and directives; prepares reports for the government as required. Develops financial data necessary for the preparation and evaluation of business plans and the allocation of funds.
  • Establishes and implements related methods and procedures.
  • Provides assistance and prepares reports for the presentation of management position during contract negotiation.
  • Ensures accountability for all revenues received. Assists in controls for all procedures and administration of all financial and non-financial activities.
  • Supervises, trains, motivates and evaluates staff.
  • Oversees audits and reviews conducted by the Florida Department of Transportation (FDOT), the Federal Transit Administration (FTA), and other funding agencies.
  • Serves of Project Manager for Financial Operations Contracts.
  • Serves as Project Manager or project team member on a variety of subject matter expertise organizational projects or stretch assignments as assigned.

Education and Experience:
  • Bachelor's Degree in Accounting, Finance, or related field.
  • Nine (9) or more years of related field experience.
  • A minimum of five (5) years of progressive experience at a management level supervising multiple areas of staff.
  • Candidate must have transit experience.
  • CPA is preferred.

  • Must be able to obtain a valid Florida driver's license within 10 days of hire.

Machines, Tools, and Equipment Used:
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, accounting purposes, and/or highly technical applications, such as GIS or CAD.

  • Read and interpret complex laws and regulations impacting the Authority financial activities.
  • Ability to provide updates to senior managers, elected officials, or other community groups or organizations and work regularly with other Directors or senior managers to ensure the provision of efficient and effective services.
  • Establish and maintain effective working relationships with public officials, public/private agencies and companies, and the general public.
  • Prepare and present complex narrative and statistical reports, correspondence, and other documents.
  • Prepare financial reports for HART Board and State Auditor.
  • Ability to accept, receive and/or collect payments.
  • Ability to determine individual benefit eligibility.
  • Ability to manage, allocate and make recommendations that impact the organizations budget, as well as the incumbent's assigned department and unit/division.
