GENERAL PURPOSE
Conduct procurement functions for the South Florida Regional Transportation Authority (SFRTA), including commuter rail operations and maintenance services, capital equipment, construction, rolling stock, technology, commodities, professional services, architectural and engineering services, maintenance and general services, and routine goods and services in accordance with SFRTA procurement policies and procedures and Federal Transit Administration (FTA) guidelines. Procurement functions to include procurement planning, solicitation development, acquisition management, negotiations, contract administration, and disposition of surplus equipment.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

  • Develop and issue solicitation documents with great attention to accuracy and detail. Methods of solicitation to include Invitation to Bid (ITB), Request for Proposal (RFP), Request for Qualifications (RFQ) and other allowable methods deemed in the best interests of the SFRTA.

  • Meet with end user customers to initiate project procurement planning, including determination of method of procurement and development of procurement solicitation schedule.

  • Assist end user customers with the development of special terms and conditions, evaluation criteria and associated relative importance, and identification of contract deliverables.

  • Coordinate, chair and assist in the development of minutes to pre-solicitation meetings.

  • Prepare addenda after receiving written questions from proposers/bidders during the solicitation process, distributing information to all participants with accurate answers to the questions received, as well as any revisions to the solicitation document if necessary.

  • Prepare for, coordinate and chair evaluation committee meetings for the evaluation of proposals ensuring that the meeting(s) are conducted fairly and scoring is based solely on the evaluation criteria in the RFP.

  • Perform contract administrative duties for ongoing contracts as assigned by the Department Manager and Director. Duties to include preparation of written contract modification documents, monitoring of contractor invoicing/payment for compliance with the contract, monitoring contractor flow down payments to subcontractors, monitoring Disadvantaged Business Enterprise (DBE) compliance, monitoring bonding and insurance requirements, monitoring contract deliverable requirements, monitoring contract expiration dates, and perform required contract close-out activities.

  • In addition, for construction contracts, conduct on-site reviews of contractor and subcontractor payroll records and personnel hiring practices, conduct contractor’s employee interviews to assure that contractors have implemented stated policies and procedures within their work forces, monitor contracts for continued compliance with the Davis-Bacon Act.
